That is what the lawmakers say. The truth is that lawmakers bring the contractors for the various projects and the contractors build in the SHARE of the lawmakers into the pricing. Its very unfortunate but true. That is why the lawmakers dont joke with constituency projects. Sometimes the lawmakers connive with the contractors to share the whole money without doing any work. This is why the President directed the minister of special duties to directly oversee all the constituency projects for 2013.

The constitution as presently crafted limits the states from intervening in some areas which are what Ifeanyi Ubah is gallivanting about only to be informed that states can't get GSM/CDMA licence cos its a fed govt stuff etc

Apart from drilling boreholes and providing equipments for those trained in some small scale jobs, what other things constitute the projects?
