SHOULD POST UTME BE CONDUCTED IN NIGERIA UNIVERSITIES.
My esteemed Judges, illustrious co-ordinators, fellow co-debaters,informed audience, all other protocols duly observed. I remain my humble self, Aysuccess99[second speaker representing UI] and I'm indeed honoured to support the motion that:POST UTME SHOULD BE CONDUCTED IN NIGERIA UNIVERSITIES.
First and foremost, we must all know that education is the best legacy which any individual can have and by so doing such an individual must pass through some activities[that is, educational activities], which examination is part of it. Examination is meant to bring the best out of a student and to show the quality of such a student. Post Utme is an examination[whether oral or written test] which is conducted after JAMB/UTME to assess students before they are given admission into higher institution whether university or polytechnic.
The idea of Post utme test was mooted by the Minister of Education,Mrs.Chinwe Obaji in 2005 to address perceived suspicion of academic abracadabra coming from JAMB's successful candidates.A probe into this scenario indicated that JAMB's score ranging from 270 and above with which candidates gain admission were not only phony but mendaciously fraudulent, and denying geniune candidates who labored to obtain an average of 240marks and to gain a university admission slots and due to this reason, the Post Utme test was born.
Consequently, it is widely believe that JAMB judgement of candidates were no longer dependable due to the fact that reports of exam malpractices trail the conduct of JAMB exam like what happened this year thereby compromising the integrity of its result but we all must know that the inception of Post Utme test has become a quality control mechanism which is used to check exam malpractices in Nigeria. It ir not a wild saying that students and parents do go extramile by paying JAMB officials to enable their children get high scores.

Experiences in UI and other universities has shown that those candidates whth fantastic grades from JAMB exam couldn't defend their scores, for example, some years back in UI, a female candidates who applied to study economics in UI with excellent grades both in WASSCE and JAMB, she paraded 8distinctions and scored 284 in JAMB, she was called for the Post utme test, and she was asked: what is GDP? she was dazed and began to fidget and she later confessed that she didn't write the exams herself. A similar ludricous situation also occured, a candidates who paraded good results didn't know how to spell:`island, tomorrow and occasion' and he applied for English Language. Let's now ask ourself this question, if those students were admitted ,what do you think would before the future of our great nation. It is DOOM!.However, this mumbo-jumbo was only uncovered at the Post Utme test.
It is expendient to inform us that Post utme test has a correlation with excellent result

Should Post-UTME be conducted in Nigeria Universities?

Good day Mr. Chairman, Moderator, Panel of Judges, Time Keeper, Co-debaters and Distinguished Ladies and Gentlemen. I felt highly honoured to be chosen as the chief speaker in this special discussion to air my view as a supporter of the conduction of the Post UTME in Nigeria Universities. Before I proceed with my reasons for the support, I will like to explain the key words in the topic.
The acronym UTME means Unified Tertiary Matriculation Examination. The 'Post UTME' is an examination organise by the tertiary institutions in Nigeria to test their aspirants during the admission processing. This test is also commonly known among the Nigerian students as Post Joint Admissions and Matriculations Board (Post JAMB) examination or Post University-organised Matriculation Examination (Post UME). This examination was introduced in 2005 by the then Minister of Education, Mrs. Chinwe Obaji and supported by the Federal Government of Nigeria. It was in response to the loss of confidence due to the perceived ineffeciency and corruption in the Joint Admissions and Matriculation Board Examination that this test was initiated. The examination can be through aptitude tests, oral interview or even another examination. 'Conduct' according to Oxford Advanced Learner's Dictionary means 'to organize and/or do a particular activity'. The following are my reasons for supporting the conduction of this examination.

Firstly, the Post Unified Tertiary Matriculation Examination will help to check for examination malpractices which might have occurred during the previous examination(s). A research by vanguard news showed most Nigerians are in support of this examination due to the rampant examination malpractices at the Joint Admission and Matriculation Board (JAMB) exams. To check the academic performance of admission seekers in Nigerian Universities, the only trusted examination so far is the Post Unified Tertiary Matriculation Examination. This is because this examination enable each school to scrutinize all its aspirants thoroughly on a one-to-one basis. The case of an economics aspirant at the University of Ibadan sometimes ago buttressed the need for this examination. This is a girl who had eight distinctions in eight subjects at the school certificate level and 284 marks out of 400 in Joint Admissions and Matriculations Board examination but was exposed to have cheated during those examinations at the Post Unified Tertiary Matriculation Examination. You will agree that other things being equal, without the screening, she would have successfully gained her admission and at least denied one hardworking economics aspirant who did not make up to this girl's marks his/her admission. The conduction of this exam will help to remind aspirants that success never comes easy, it's only earned through hardwork.

Secondly, conduction of Post Unified Tertiary Matriculation Examination will help many candidates to obtain educational independent and make personal academic achievement(s). As Ian Hunter sang in his song released in 1975, [url=http://idioms.thefreedictionary.com/_/dict.aspx?rd=1&word=Once+bitten%2c+twice+shy] "Once Bitten, Twice Shy"[/url], a student who did not gain admission because he/she failed the Post Unified Tertiary Matriculation Examination will want to improve before another one. There is no secret to success! Success is only the result of preparation, hardwork and learning from failure. As Vince Lombardi said, dictionary is the only place that success comes before work. The major work of a student should be learning, reading of relevant textbooks/notes and practising of questions. One important key to success in this examination is self-confidence. An important key to self-confidence is preparation. If at the end of proper preparation that candidate comes out with flying colours in another Post Unified Tertiary Matriculation Examination or even any of such examinations, not only will he/she be happy that he/she had achieved something great on his/her own but also realise their lazy attitudes in the past and learn that proper preparation is intrinsic to success and vice versa.

CONTINUATION
Some might argue that the Post Unified Tertiary Matriculation Examination is just an additional burden to the candidates due to the so-called "continous reading and many examinations" but this can't be true! Does it means asking a student a question over and over again using different methods will burden the student? No! It will only make the student a better one. Perfection is achieved, not when there is nothing more to add, but when there is nothing left to take away. For example, asking a student a mathematical question like the value of "the product of 20 and 20 at a location 'A' today" and the result of the "multiplication of two scores at a location 'B' in a week time" shouldn't create worrisome for any hardworking student. A good mathematician know that the answer to both questions is 400.

Also, the Post Unified Tertiary Matriculation Examination will help many students prepare for tertiary school life-styles. In the course of this examination, the students will have the opportunity of moving around the school's premise which will enable them to see some of the challenges that lies ahead of them. A student who is the always-enjoying type on seeing how many students hustle and struggle in school to survive will understand better that life is not always a bed of rose. This exposure will therefore enable the students to prepare well for the challenges that lies ahead of them in school.

In conclusion, the conduction of this examination will not only be an eye-opener to the students and the entire tertiary education community but also ensure only the worthy and ambitious aspirants are given admission to be trained for the betterment of Nigeria and/or the whole world.
Thanks for giving me your time!

TOPIC: SHOULD POST UTME EXAMINATION BE CONDUCTED IN NIGERIAN UNIVERSITIES? OPPOSING

Before The Joint Admission Matriculation Board- JAMB was established in 1978 each university conducted
its own examination and admitted its own students. At the
time, It was discovered that this system had serious limitation and
was inefficient. As a result, JAMB was set up by the Government
through the recommendation of the national committee on university
entrance examination under the chairmanship of Mr. M. S. Angulu. In
2005, however, the policy of Post UME screening by university was
introduced again. In 2011 Post UME was re-christened to Post UTME after JAMB's UME (University Matriculation EXamination) became known as UTME which refers to Unified Tertiary Matriculation Examination. It therefore became mandatory that candidates
seeking admission to any university in Nigeria whether federal, state
or private, take and pass JAMB examination before being considered for
the Post UTME examination. what then is post UTME? Post UTME is the entrance examination conducted by Universities which candidates seeking admission into Nigerian Universities are required to take after sitting for JAMB UTME before they can be offered admission. Candidates are expected to beat the official cut off mark in JAMB UTME - 180 and 200 for state and Federal Universities respectively before they can sit for Post UTME.

The argument whether Post UTME examination should be
cancelled has fanned the flame of controversies from different
quarters. I am of the opinion that Post UTME should be cancelled. If we
must titivate and improve our educational system as we dream of doing,
then Post UTME should be nipped in the bud. Before I proceed I would
like to give honour to whom honour is due: my erudite panel of Judges,
esteemed coordinators, fellow debaters and informed audience. My name is Enemiku Paul(Epaul) representing Delta State University.

To begin with, it is yet above my head to apprehend why Post UTME
should be conducted in the first place. Post UTME is totally and
completely illegal, a clear violation of the JAMB ACT. JAMB is the
only official examination body that has the blessing of the law to conduct
entrance examination into universities in Nigeria pursuant to Section 5 of
the JAMB ACT(Decree No.2 of 1989). It therefore follows that
any such examination conducted by any other body other than JAMB is void
abinitio, illegal and with no consequence whatsoever. If Post UTME is
not illegal, why did the senate declared and labeled it illegal in
2011 under the auspices of David Mark? You need not be told there's no
law, no Act establishing Post UTME. It was only a policy introduced by
universities in 2005 under the specious excuse of being an angel of
mercy to sinful JAMB. I have a JAMB Act, show me the Act establishing
Post UTME! Universities have breached the law setting up JAMB which
gives the body the sole responsibility of conducting entrance
examination in Nigeria and as such should be cancelled. You want to
encourage illegality to be institutionalized in Nigeria by supporting the conduct of Post UTME?
If we must uphold the rule of law as it should be in Nigeria, then our
universities should operate by the book and allow JAMB to paddle her
own canoe. Be thou so high the law is above you.

Post UTME by subjecting candidates to write another examination
ridicules JAMB and makes mockery of the JAMB Act that breathed
existence into the nostrils of the body. If candidates still have to
write another examination before admission could be offered them what
use is the JAMB exams? Why was JAMB established in the first place?
Candidates no longer regard JAMB as an exam worthy to be taken
seriously because they feel without Post UTME their JAMB results are
but a miserable piece of paper. Thus, making JAMB to play second fiddle to Post UTME. Am yet to come to terms with the fact
why JAMB should be tied to the apron strings of Post UTME which has no
legal backing. For me it is an act of impish temerity, an insult, an
act of spitting fertid spittle on the face of JAMB. To pardon an illegal exam like Post UTME is to
make mockery and public spectacle of a legal exam like JAMB.

Furthermore, it is regrettable that our ivory towel are abandoning
their noble tradition as citadels of learning and research in pursuit
of pecuniary gain. Post UTME has been turned into a business, a
money-making venture to diddle money out of parents and guardians of
candidates who toil tooth and nail, night and day to bring home the bacon.
Universities now use Post UTME forms as a means of making profit. In
UNILORIN, for example, 43, 871 candidates applied and sat for the
2012/2013 Post UTME for which candidates were charged #2,000 excluding
bank commission which if commuted translate roughly to a stupendous
sum of 86million. This is but one out of the many. Some universities
charge as high as 5,000 naira. I will leave you to commute how much
such universities will make? Worst still is the fact that universities now
sell forms to candidates who chose them as second choice knowing
fully well they will not give such candidates admission in the end. This is
robbery. Little wonder
universities will tear their shirts and strangle the neck of anybody
who raises his voice to oppose Post UTME because they have an axe to grind. Follow a money trail and you
will get nearer the truth. Universities do not care for the candidates, all they care about is their own pockets. In that UNILORIN Post
UME, at the end of the day only 8, 093 out of 43,871 candidates were
admitted. what happened to the remaining 15,7773 candidates? This is
repugnant and disgusting. Why sell forms far beyond your admission
capacity? Is this not what you claim JAMB does, are universities any
better? Now, you have raise the hope of 43, 871 candidates and you dashed the hope of 15, 7773 candidates who kneel down every passing night praying for their admissions. This is traumatic and heart-breaking for the candidates. Our students should not be allowed to experience such trauma in the wicked hands of Post UTME.

In addition, the voices of candidates cry day and night asking when Post UTME will be cancelled
. Post UTME has made admission process to be cumbersome and burdensome for students. Based on our present admission process into University, candidates now have three entrance examinations to write - UTME test, two Post UTME test each to his/her first and second choice and possibly a number of interviews to undertake. This is a bitter pill for the candidates to swallow. Some of them would still have to write four extra Post UTME tests - two Post UTME tests each to his/her first and second choice Polytechnics and Colleges of Education ditto. If you merely consider the amount of effort an individual has to put it to write all these ample examinations and tests then you will not support the conduct of Post UTME. Why should an individual have to write such plenteous examinations before being admitted into the University? This is uncalled for as it wears candidates out. Sadly enough, Such individual after burning the mid-night oil gleaning through copious books, beating his/her brain, in the end will be tossed out of the gate of the University without being admitted like a used prostitute being tossed out of her client's car without payment. Apart from the painful fact that candidates have to trouble their heads for all these examinations, they risks their precious lives traveling on roads that are death traps and sometimes, taking flights to sit for Post UTME in these Universities. To buttress this, on the 3rd of June 2012, Mrs Chinwe Dike, a deputy director, Corporate Affairs Commission (CAC), Abuja with her son Chukwuezugo who she was taking to sit for Post UTME died in the ill-fated Diana flight which crashed in Iju-Ishage. You have succeeded in taking the lives of a mother and her son thus making a widower of a man-Herbert Dike, you still want to take more lives of young promising men and women by supporting the conduct of Post UTME? you can imagine how Herbert Dike would have cried out his eyes, rolling on the floor upon hearing the news of his son's and wife's death. This is but one out one of the many admission seekers who have bite the dust while traveling to sit for Post UTME test. Do I need to tell you that some of the candidates who lost their lives while traveling to sit for Post UTME were the only hope of their parents who hitherto live in abject poverty? How long are you going to continue risking the lives of promising youths who might bring the required change our country has been praying for?

Now, when you add this to the cost and stress of transport and accommodation, I bet you, you will not support the conduct of Post UME. On getting to the university where they are to sit for their post UTME, most students who do not have friends in the school are forced to lodge in hotels and are charged extortionate price. Some poorer candidates who could not afford to pay such price are compelled to spend the night in decrepit lecture halls, exposing their body to the happy suck of feasting mosquitoes and to the penetrating hands of cold. Some of them sleep in empty churches in the proximity of the university campus. Such candidates have had their personal chattels and valuables stolen from them by the mid-night children. When you take into account the risk candidates undertake, the stress they undergo, the ordeal they pass through to sit for Post UTME, the cost and expenses they incur which cost their parents an arm and a leg, then the conduct of Post UTME is a No, an emphatic NO!

In addition, Post UTME you claimed was introduced to help bridle and check the examination malpractice inherent in JAMB UTME. Now the question is how far has Post UTME been able to address the phenomenon its introduction was purportedly aimed to address? It is irrefutable that Post UTME has failed woefully to punctiliously address the challenge of examination malpractice militating against admission process into Nigerian Universities. Stories abound of candidates employing unethical means to pass Post UTME, We still hear of stories of examination malpractice in Post UTME tests. You said I should prove it? In 2012, just last year, the Post UTME question paper of University of Nigeria Nsukka leaked during the exercise. Candidates were seen cheating in examination hall with hidden answers in their phones and those of them who didn't have stomach enough, wrote theirs in small pieces of paper. Seeing that it would soon come to the public knowledge, the University cancelled the Post UTME mid-way. When confronted by journalists, the VC buried his head in his hands, too embarrassed to
face them he sneaked away. Is this how Post UTME has achieved his purposed by leaking out question paper to students? Even those universities who flick a smile to cover up the malpractice in their post UTME and admission process are later exposed when you consider the quality of candidates they admit. You and I know of course-mates who didn't do well in both JAMB UTME exam and Post UTME test but was offered admission nevertheless because of his/her long legs in a manner of speaking. It is now an open secret that if my uncle is a friend to a lecturer or the VC or even staff my admission is guaranteed. Whereas, assiduous candidates who filled the bill and scored high in both UTME and Post UTME exams are turned down and made to give up hope by going to polytechnics and colleges of education. Besides no evidence has been prove that a better set of students have been admitted since Post UTME was illegally instituted. Again, You and I know of course-mates or students in other levels in our respective Universities who can not write a complete essay or speak english fluently, who have to sort out lecturers to pass his/her semester tests and exams. This in turn has led to production of half-baked graduates who lack the technical- know-how required in the labour market because those admitted were not worthy of admission. And as such, the stress, the cost, the risk, the ordeal of Post UTME have not been Justified and will not be justifiable.

In conclusion, I need not remind you that it was because Post UTME was inefficient and ineffective that led to the establishment of JAMB in 1978? For me it is totally absurd to supplement JAMB UTME with the same Post UTME which due to its inefficiency led to the establishment of JAMB UTME in the first place. If Universities feel they know how to conduct malpractice-free entrance examination into Universities, then they should join hands with JAMB and help the body to conduct its UTME exam rather than make admission process to be cumbrous and cumbersome. From all the foregoing it is crystal clear that not only is Post UTME an illegal examination but has proved to be inefficacious with indelible achilles heels. Post UTME has not given a good account of itself even after being allowed to go on as an illegal exam and therefore, it should be cancelled. Thanks.

SHOULD POST UTME BE CONDUCTED IN NIGERIAN UNIVERSITIES?
Good day, Mr. Chairman, Impartial Panel of Judges, Amiable Co-ordinators, Accurate Time Keepers, Fellow Debaters, Ladies and Gentlemen.
I am Miss. Amanda, representing Delta State University, Abraka. I'll say a big NO to the motion; should Post UTME be conducted in Nigerian Universities. Why NO? I'll explain to you in few minutes.
First of all, what is Post UTME? Post Unified Tertiary Matriculation Examination, Post UTME, is a screening test conducted by universities after the Unified Tertiary Matriculation Examination, UTME, has been written by admission seekers before admission is offered to them.
The use of such screening test came into being under the administration of the then Minister of Education, Mrs . Chinwe Obaji in the year 2005. Its sole purpose was to make admission process transparent, and also to check examination malpractices and curb it out of the Nigerian educational system but today, the reverse is the case.
Most of the universities in Nigeria has turned Post UTME into a business venture, which has brought about an increase in corruption and examination malpractices in the education sector. The Vice Chancellor of Ebonyi State University, EBSU, Prof. Fidelis Ogah refused to conduct Post UTME in 2008 because he noticed that most institutions had turned it to an avenue to enrich themselves. Prof. Ogah alleged that most Nigerian universities that conduct Post UTME do so 'primarily' to wring money from rich parents, whose children couldn't be admitted due to poor JAMB results, in just three years after it came into being. In 2011, The House of Representatives noted that the introduction of Post UTME in universities is subjective, stressful, and exploitative on parents and candidates, and therefore an abberation, and so, ordered the Federal Ministry of Education and National Universities Commission, NUC, to ensure the immediate abolition of Post UME in the Nation's universities but unfortunately, the order wasn't effected which paved way for the continuity of the screening test before admission is offered.
Also, on the net, there are so many fraudsters. They set up a site, then claim to help students gain admission and unfortunately, most students fall prey to such predators. An example of such site is www.naijaaadmissions.com. According to them, all one needs to do is create an account with them, then they help you gain admission through their 'connection' with the Vice Chancellors, Lecturers, or the Admission Officers of chosen universities. On their wall, you'll find a list of some students they've helped gain admission and according to them, they've helped over 370 students. Unfortunately, most students end up getting duped, frustrated or even admitted on wrong platforms. This is unlikely to happen if Post UTME isn't conducted by schools. Admissions should be left solely to JAMB.
Since the use of this screening test came into being, there has been cases of students offered fake admission, then the bubble bursted while they were already far gone in academic sessions. Such was the case in the University of Ibadan. About 63 students were discovered to be students of the school on fake grounds. The victims were 100, 200, 300 and 400 level students. One of the 400 level students, a victim, couldn't take it that he lost his sanity and was rushed to the psychiatrist. The people involved were among the school's staff. Can u imagine that? So tell me, why should Post UTME be conducted if it does more harm than good? Also, Post UTME is not necessary. It doesn't make any sense for a student to write school mock exams, WAEC, NECO, UTME, then Post UTME, a total of 5 examinations before getting admitted. All but Post UTME is uncalled for. In some countries like Canada, South Africa etc, they don't go through such long process but yet, they have such an enviable educational system. Nigeria should follow suit and see for themselves, the good aftermath. I hope I've been able to convince you with this few points of mine that Post UTME shouldn't be conducted in Nigerian Universities. Thank you.

Debaters can now begin to puncture and take on their opponents arguments. You also need to respond to your opponents

Epaul: Post UTME has been turned into a business, a
money-making venture to diddle money out of parents and guardians of
candidates who toil tooth and nail, night and day to bring home the bacon.
Universities now use Post UTME forms as a means of making profit. In
UNILORIN, for example, 43, 871 candidates applied and sat for the
2012/2013 Post UTME for which candidates were charged #2,000 excluding
bank commission which if commuted translate roughly to a stupendous
sum of 100million. This is but one out of the many. Some universities
charge as high as 5,000 naira. I will leave you to commute how much
such universities will make? Worst still is the fact that universities now
sell forms to candidates who chose them as second choice knowing
fully well they will not give such candidates admission in the end. This is
robbery.

The disadvantages of not conducting the Post Unified Tertiary Matriculations Examination because of the so called "exorbitant fees" for post utme overweighs the little satisfaction of keeping your money that would have been used to register for the Post Unified Tertiary Matriculation Examination(s). For instance, students who cheated in the previous examination(s) and through their fantastic result(s) without the post-utme gained admission will surely suffered the consequences in the future. If at the end, the student find it very difficult to cope in the course he/she chose and later change to a simpler course or he/she is forced by appropriate authorities to change the course, who lose or who is to blame? Of course, the student concerned! He/She must had pay the tuition, accommodation fee, feeding, waste lot of money in practicals and other such things and most painful, his/her precious time, which would at least be one year! Did you just say 'what a waste of resources'. This won't even be the last. Such student will felt so ashamed and have a life-long regretful story to tell his/her generation. All this wouldn't have happen if the post utme had been done. Just as Derek Bok said, "if you think education is expensive, try ignorance."

Now, I want to ask you a question. Between the cost a student incur during the post utme and the latter "consequences" of not doing the post utme because of the "huge cost" for this examination, which do you think is more expensive?

@DR. AMANDA, do you want to tell me that there's no examination malpractices in JAMB examination?
and secondly, why would you say that universities conduct POST UTME to make money? don't you know that the money charged are used for the arrangement and processing of the exam, why then do you say that POST UTME is now turn to a business venture?

Please respond adequately to your punctured arguments Dr Amanda and Epaul

aysuccess99: it is widely believe that JAMB judgement of candidates were no longer dependable due to the fact that reports of exam malpractices trail the conduct of JAMB exam like what happened this year thereby compromising the integrity of its result but we all must know that the inception of Post Utme test has become a quality control mechanism which is used to check exam malpractices in Nigeria. It ir not a wild saying that students and parents do go extramile by paying JAMB officials to enable their children get high scores.
don't we still have this same issue in post utme? It is a known fact that Candidates and kids of well-to-do parents still bribe their way through post utme. Prove to me that since the institution of post utme that universities now admit better candidates! Why do we still have students who can not write a complete a essay, who sort lecturers in our universities? Go to any university admission office and see how admission is being carried out. It is clear that post ume has failed in achieving its aim and such should be cancelled. Go and score 400 in post utme without long legs so to say and let me score 200 but have an uncle who is a friend to the VC of the university. Let's see who they will admit first.
