In what countries does that happen? Could you be kind to give one or two examples? FYI, the parties are termed OPPOSITION because they OPPOSE the ruling party. I believe most time when the opposition and ruling parties join together to work out a common solution in these socalled matured democracies, the country's existence had been threatened e.g. War. And even at that, an incompetent Government would still be made to resign.
