Mr. President convoked the ongoing confab. He is responsible for the selection, not election, directly or indirectly, of all the delegates. He who pays the piper dictates the tunes. It is to Mr. President that all the reports of the confab must be submited. He alone should decide what to do with it. He has three prerogatives of options:- 1, To report to the national council of states to seek further directives, 2, To present the report as a Bill to NASS for constitutional fine tuning, or 3, To present the report either as "working papers or his special brief" to a Sovereign National Conference which he has promised for 2015.
