These are the reasons for the strike. Feel free to judge their merit

1. The post of Deputy Chairman Medical Advisory Committee (DCMAC) has been circularised and operational. Rather than abolish it, the NMA hereby demands that four (4) DCMACs for teaching hospitals and three (3) for the Federal Medical Centres be appointed forthwith to assist the CMACs whose statutory responsibilities are too heavy for any single individual to handle. Directors in other government agencies are supported by several Deputy Directors, why not the CMAC who is also a Director? Such a DCMAC must have same qualifications as the CMAC.

2. The NMA is opposed to the appointment of Directors in the Hospitals. This position distorts the chain of command in the hospital, induces anarchy and exposes the patient to conflicting treatment and management directives with attendant negative consequences.

3. The NMA demands that grade level 12 (CONMESS 2) in the health sector MUST be SKIPPED for medical doctors. Consequently no medical/dental practitioners should be on that grade level anymore.

4. The title “CONSULTANT” in a hospital setting describes the relationship between the Specialist Medical Doctor and his patient. It will be a source of confusion if the title is applied to any other health worker who statutorily does not own patient. NMA, therefore, declares with unmitigated emphasis that if “non-doctor consultants” are appointed, it will lead to chaos and anarchy in the health sector. This should not happen.

5. Relativity in health sector is sacrosanct. The NMA hereby demands for immediate implementation of the January 3rd, 2014 circular. The NMA also demands the immediate payment of the arrears of the corrected relativity for 22 years during which her members were short changed.

Much as we are not against salary increase for any category of workers, either in health or elsewhere, the NMA demands for immediate adjustment of the doctors’ salary to maintain the relativity as agreed and documented once CONHESS is adjusted.

6. That Government should expedite the passage of the National Health Bill (NHB), and extend Universal Health Coverage to cover 100% of Nigerians and not 30% as currently prescribed by National Health Insurance Scheme (NHIS).

7. Surgeon General of the Federation MUST be appointed with immediate effect.

8. The entry point of the House Officer should be corrected to CONMESS 1 step 4 as originally contained in MSS/MSSS while the Registrar/Medical Officer is moved to CONMESS 3 step 3.

9. Clinical duty allowance for Honorary Consultants should be increased by 90% of CONMESS

10. Adjust the specialist allowance as contained in the 2009 collective bargaining agreement. Additionally, ALL doctors on CONMESS 3 and above MUST be paid specialist allowance or its equivalent that is not less than 50% higher than what is paid to other health workers.

11. Hazard allowance MUST be at least N100, 000 per month for Medical Doctors.

12. Immediate release of the circular on rural posting, teaching and other allowances which MUST include house officers.

13. Immediate withdrawal of the CBN circular authorizing the Medical Laboratory Science Council of Nigeria (MLSCN) to approve licenses for the importation of In-Vitro Diagnostics (IVDs).

14. Immediate Release of Circular on retirement age for Medical Doctors as agreed with the Federal Government (FG)

15. The Federal Government through the Federal Ministry of Health should formalise and implement the report of the interagency committee on residency training as well as release the uniform template on appointment of Resident Doctors in line with earlier agreements. Moreover, a concrete Funding framework for residency training must be established. The Overseas clinical attachment must be fully restored and properly funded in the interest of the nation.

16. That in the interest of harmony in Federal Medical Centre, Owerri the government should pay the salaries of our members in the centre as agreed on 21st October, 2013.

17. Immediate concrete steps must be put in place for the reintegration of our members back into the IPPIS platform.

18. All attempts to coerce house officers not to join NARD must stop.

19. The orchestrated intimidation, harassment and physical assault of our members in departments of Pathology (Laboratory Medicine) by Laboratory Scientists which is being tolerated by the Federal Ministry of Health (FMOH) must stop.

20. The Endless circle of incomplete salary payment to our members in many hospitals in the name of shortfalls in personnel cost must stop.

21. Universal applicability of all establishment circulars on the remuneration and conditions of service for doctors at all levels of Government must be guaranteed.

22. Government should as a matter of urgency set up a health trust fund that will enhance the upgrading of all hospitals in Nigeria.

23. The position of Chief Medical Director/Medical Director must continue to be occupied by a Medical Doctor as contained in the Act establishing the tertiary Hospitals. This position remains sacrosanct and untouchable.

24. The NMA henceforth shall not accept the continued violation of any of the terms of the 2009 Collective Bargaining Agreement. This is exemplified by the payment of Medical Physicists and Optometrists with OD (who are on CONHESS) call duty allowance using the CONMESS Circular. Similarly, the phrase “Ministries, Departments and Agencies” (MDA) in the said agreement should replace “Federal Ministry of Health and other Federal Health Institutions” as contained in the 2009 CONMESS Circular.

sammieguze: Medical doctors, came out en masse to protest the recent sacking of 16,000 of their members by President Goodluck Jonathan.
The protest was held at Lagos University Teaching hospital, (LUTH), Idi Araba and headed by Dr. Tope Ojo, Chairman of Nigerian Medical Association.
The medical practitioners say as opposed to the widespread view that they are fighting for increment in remuneration, they are actually agitating for better structures and equipment in hospitals across the country.

Here is the problem you have.

You are angry with all doctors because they are on strike...and because you know you cannot do without them.So,you lash out and ask them to return to their work.

The thing is,most of you people do not think about the conditions that your average health care worker works under. We lack a lot of facilities, we have bad light and water supply ,and we work long hours. And there are too few of us....right now there are 40,000 doctors for 160million people.(That is why most Nigerians never see a doc....there are too few of us.).

Now, the reason why there are few doctors is due to the fact that 1.)Because of poor funding for the university system....we do not have enough lecturers...and enough places to train lots of new student doctors.2).We have such bad and limited facilities that many of us have gone out of the country because we are tired of seeing patients die in our presence because we lacked X or could not make the diagnosis on time because of Y....or we don't have drug Z.

Solving those problems are part of the reason why the residents are on strike. Now...a little info....the NARD...that is the resident doctors union....have been on strike for longer than NMA. And a big part of the reason why they are on strike is for improved training facilities, and improved funding for residency....because a big part ofour residency is the clinical research they do....and both require money.

But you don't see that...all you see arrogant doctors. And you see the fact that you lost a friend in the hospital....and you think it was our negligence that did it.True...some of us are negligent....and some are arrogant. But most of the time...patients suffer in our hospita lbecause....thanks to lackoffunding....we do not have the means to help them.(And it makes me feel sad....when we have lost the stroke case because we did not have a CT scan to find out on time that she had a hemorrhagic stroke).

In my opinion,NMA and JOHESU ,as I have said several times on here....should join hands and fight for better funding for the health care sector...because what docs go through....nurses, pharmacists et al go through. Right now...we are in an egocentric fight over titles. But that does not mean we are also not fighting for better facilities....especially through the medium of NARD.

I hope you see the problem. Or maybe you don't want to...because solving it means either increasing funding for health care OR raising fees for services....so that government can pay for new facilities. It also means doing the same for university education. Regardless of what you think....we docs(including me, who has worked in rural care for most of my working life) want to serve you better. But we can't continue to do that under policies that generate acrimony between members of the health care team....as well as awful facilities.

But of course you do not have to agree with me.

Still....our health care system is in crisis.And it isn't the staff's fault.

Myopic reasoning, doctors are not enough in Nigeria, is that why they should take the govt and patients for granted. If all professionals in every sector should make the same demands doctors are making, what will become of this country?

If you want a football team where everyone is the captain......you are asking for trouble.

(And my concern isn't about who heads the hospital....in my mind we should leave that to a well trained administrator who can be anybody....it is about who is in charge of day to day care for patients in the wards,and in outpatients).


I have gone through the 24 demands and if I were Jonathan, I would be too angry, you guys were basically telling him what to do, using words such as must,, who the hell do they think they are?

PointB: Before we get swayed by the doctors tantrum, let's not lose sight of their 24 key demand.

Summary of the doctors demands:

1. Create more offices (and more money) for us
2. Don't send anyone to monitor the money
3. Skip level 12, we can't wait to collect more money
4. Refer to Nos 2
5. Pay us 22 years areas of some money, and then increase our wage
6. Expand the health bill so we can make more money
7. Appoint one of us surgeon general so that he can protect us and fight for our money
8. Adjust our level so that we can make more money
9. Increase our call duty allowance by 90%
10. Adjust upward our specialist allowance
11. Increase our hazard allowance from 5k/mnth to 100k/mnth
12. Release circular showing our allowances, all of us must be included
13. When we need to import In-Vitro Diagnostics, IVDs equipment, we don't want knowledgeable institution to check/license it.
14. Tell us our retirement age (obviously they don't want to retire, more money to be made in active duty)
15. We want more funding for our residency training
16. For peace to reign pay our colleagues in Owerri what you agreed
17. We must continue to enjoy the goodies in IPPIS platform
18. Attempt to prevent our collective bargaining (for more money) will be resisted
19. Lab scientist should stop intimidating us (we are the big boys, we make more money)
20. Stop short paying us for any reason (we want all our money in full)
21. Do for us what they do for doctors abroad
22. Set aside more money to furnish our offices (hospitals)
23. Medical director must be a medical doctor (It can not be a pharmacist, dentist, and never a lab scientist). We must chop alone
24. Stop violating our 2009 agreement. Pay us our money!!


There you have it. The two dozen demands of our doctor in plain language. The demands causing our brethren to die at home, and in hospital while doctors stay away. These are the demands making our people to resort to bathing and drinking salt water to death, as they run scare of Ebola Virus Disease, while our doctors prefer to stay at home and wait for their money.

Our doctors have sworn to protect their moneys, while our collective health is the ransom! If gold can rust, pray, what will happen to Iron?

The protest was held at Lagos University Teaching hospital, (LUTH), Idi Araba and headed by Dr. Tope Ojo, Chairman of Nigerian Medical Association.
The medical practitioners say as opposed to the widespread view that they are fighting for increment in remuneration, they are actually agitating for better structures and equipment in hospitals across the country.

Shocking, this is d only nation I have seen maltreating people of noble profession. Why wont their public health system be in shambles. This is quite unfortunate, go to Europe and usa to see how well med docs are cared for , so that they can focus their minds on delivering quality healthcare, without having to be worried about their accommodation, family welfare and their work infrastructures etc. I am highly astonished at many anti-doctors and adverse comments on this page without looking in between the lines. Ha! My son will never be allowed to practice meds in Nig.

The Nigerian populace has been devising ways to battle ebola alongside the FG and LASG,all these doctors ran inside their houses and refused to lift a finger.Now that the FG has issued a sack memo to them,they all resurface all of a sudden.SMH
Most Nigerian(I say most cos I know a few that don't agree with this their strike strike approach) doctors are really not worth being addressed as such,if assessed based on the contents of the Hippocratic oath

Never hav I read such utterly pathetic nonsense as this list of demands. I mean, why in d first place did d president even consider negotiating dis outrage? d list reeks of so much arrogance & greed. dis people ar so full of themselves dat they respect no one, not d authorities, not their patients, not their employers & certainly not other medical professionals. 4 too long dis conscienceless, arrogant, overhyped, always-on-strike money mongers hav always had a lopsided deal by holding d nation by d throat. Enough is enough. GEJ needs to be firm & show strong leadership on d issue of dis sack as he has strong national backing wit d doctors having exposed their greedy underbelly wit dis list of shame & greed. No negotiations based on dis disgraceful demands, period.

It has gone to the dogs as you say because of poor and bad hospitals.That is a big reason why the Resident Doctors,under NARD are on strike(their strike is to be different from the NMA strike...it started a month earlier...and improved facilities are part of the issues on the table).

You can't expect good performance under bad conditions,you know.

And it is a myth that I or most of my colleagues and seniors check our books before I diagnose typhoid.I work without the need for consulting my books....and of course...I do some studying in my off hours.....we have to keep abreast of the latest developments in our field.(I am not a resident BTW....I am a staff doctor in a private hospital who has worked in rural areas for most of my working life.).

I'm so glad those striking doctors were sacked. it serves them right for their heartless decision to kill helpless patients for greed. I see doctors going on strike as human rituals because countless people die due to their insatiable hunger for more money

What nonsense! Can u Imagine dis dude comparing dis greedy money mongers to foreign doctors?. Ur mentality & d mentality of d nigerian doctor is not d same as dat of western doctors. While u & d nigerian doctors see being a doctor as business, d foreign doctor sees it as a calling. This is why western doctors who were trained under d best of conditions wit d most sophisticated equipments leave d comfort of Europe to come & work in rural Africa under dis same conditions dat our poorly trained arrogant doctors feel is beneath them. Can u imagine what would happen if all govt essential service providers begin to make dis kind of shameful, selfish demands?. Ar d private clinics where they divert patients 4 their private practice well equipped?. These ones ar only in it 4 lucre. Their mentality is different frm d foreign doctors who ar growing limbs 4 d limbless & performing many medical wonders in line wit their calling & hippocratic oath.
