It is easier to steal the garments in bulk,than to waste time sewing them, and the already made ones would be more authentic-looking than the ones made by tailors in Sambisa forest, this would enabl BH operatives to blend in easily without suspicion. It is safer to believe the DSS's purportedly false reports, than to endanger innocent lives by rubbishing it to score cheap political points..
