So this means that population of the north is growing at 3 times the rate of the population of the south.

Voting population! The population of registered voters in the various areas.

The voting population comes out from the general population increase, migration, etc.
Anyhow you look at it, any study resulting in a voting population increase for Borno deserves a second look.

INEC will only act according to the information (statistics) at its disposal. Each and everyone knows where he or she registered. Their names will be there. Mobile polling booths are non-existent in Nigeria today.

What is this Olisah Metu shouting for? Or are they afraid that the North have started working out the formula against GEJ's 2015 re election using INEC and JEGA? Now that the PDP that controls all federal govt institutions are crying, I think the stage is beginning to set.

Sealeddeal: the whole of North has 21,000 or just the North west? If its the whole of North, then its not a bad thing if SE has 8,000.

is 8,000 even half of 21,000? wake up.

initially,Op indicated it was 8000 for SE but later clarified it to be 8000 for the whole South.

The issue here isn't about where the voting population comes from. It is instead about the basis for the allocation of polling units. And for the massive emigration from Borno that you keep hammering on, there's no statistics to back it up.
