Many of those "APC states" were PDP states for the better part of this current republic (since 1999) and they've been accumulating debts since then. Nothing was wrong with their level of indebtedness but now that they have switched to APC, their "debts" have become an issue of concern to the OP and his fellow travelers in PDP.

just 15 APC States owe 59% of the total external debt owed by the 36 states.

APC should be known as the " We will get you into debt" party.

Not naira but dollars $51million = N 8,171,220,000 and that is just the external loans from foreign countries.

The domestic loans will be way more than that.
