Boko Haram has grown into such an amorphous entity that any splinter group could come up disowning the deal.

How do you know the right people to negotiate with?
These guys don't have a face. It's risky to trust them. By the way, what is there to negotiate? What are they really fighting for?

We don't even know the content of the negotiation, whether monetary gain, appointment, religious benefit. Discussing with sect that has no definite goals and mission.
