As at 1984, Buhari started with servicing external debts, there wasn't borrowing externally as IMF didn't give Nigeria loan because GMB refused to devalue the Naira, it surely had effect on the economy. However, from 1984 up, things started becoming stable, price of commodities fall became affordable corruption/waste was blocked and the economy started experiencing growth. Hence, the 3.26% inflation in 1985. However, the BÀbangida rigime destroyed everÝthing and you will observe the increase in inflation durinG his regime.

It is on record that GMB initiated nothing, he only signed contract as NNPC chairman as the decision to build the 2 refineries was initiated in 1974 when Buhari was nowhere in the government. Here is extracts from NNPC website:
