When the Taliban were fighting the Soviets why didn't they call them terrorists at that time they were even supporting them. When taliban defeated the Soviets that was when they declared them terrorists. Everyone knows Osama bin Laden was trained by the C.I.A. when 9/11 happened the US government arrest white men there was no Arab amongst them.
