I dont think there is any law establishing the OFFICE OF THE FIRST LADY in many countries, but it exists. For example, in the USA, the office is embedded in the Executive Office of the President https://www.whitehouse.gov/administration/eop/. Also check Section 5(e) of http://www.gpo.gov/fdsys/pkg/STATUTE-92/pdf/STATUTE-92-Pg2445.pdf which talks about funding for the spouse of the president to help the President carry out his duties.

I dont know how it is done in other countries, but like I said, the bottom line is putting the right family in there that will not overstep their boundaries.

If they booked ahead of time and it was properly documented, why not do the right thing as against what people prefer.

What's right might not necessarily be good, and vice versa. At this point in time, we need peace. The polity is heated up badly already.
Some other time, we may talk of right and wrong. For now, Oshio got it right in my opinion.
