So where you just referring to Libya then or are you talking global beyond Africa?
yes referring to Libya which have an army that split into many factions and did not renew its weapons since ages even during Qaddafi times it was in a difficult state and also having smaller population than Tunisia... specially since the US embargo but tbh after seeing the state of Ethiopian army It's kinda there too... also the fact that they sought another failed state help to fight in the civil war is also veeery worrisome.

I don't think we as a country are gonna get rich and become like Dubai once more of us start paying tax. It's not that simple.

First, consider the fact that there are businesses in states like Lagos that pay from 30-50 different legal and illegal taxes every year to the federal, state, and local government, plus to agberos, Mami water, and what have you. I would say most businesses are already overtaxed as it is.

Plus the the tax collected from businesses and people too either disappear into private pockets or are embezzled by those in power. All the tax money that has been collected from us all compare what has been done with it to what could have been done with it.

Out there in markets, people making maybe 500 naira to 1k gross profit daily get mercilessly taxed. I'm talking about women with small basins of soap or okro who sit by the roadside and pay multiple taxes daily to touts and the local government just for the privilege of selling in the market. Seeing this kind of thing always makes me furious. Taxing the most poor and vulnerable among us is pure madness.

Second, businesses these days provide their own electricity, water, security and general amenities. They essentially do the work the government is supposed to be doing with the tax money it collects and at the end get taxed with nothing to show for it. That's total madness and cannot ever make sense to me.

Part of the reason prices are so high in naija is the number of legal and illegal taxes out there that businesses are made to pay, which get factored into the price of what they are selling. Enter Keke for example and see how much the drivers pay in tax to the police, local government, touts, and everyone but Santa Claus.

So, saying we only need to pay more tax to become an advanced society makes zero sense to me. What's needed is total reform of everything in this country. And that includes our brains, cos sometimes I'm not sure we are in our right senses, no offense meant.

Edit: It's okay not to agree or be insulted by the last sentence. I apologise. But just spend a day in a place like Lagos and I'm sure you will understand what I mean.
Transparency, streamlining and pruning of tax racketeering would help with more revenue accruing to the state coffers. Small businesses feel the pinch heavily and pass it on to consumers. Most Nigerian states have effectively shared out tax collection to cronies and its such a terrible mess!

On the corporate level(big companies and multinationals), there might be a lot unaccounted though as I don't think FIRS actively scrutinises their books to ascertain they aren't cooking their expenses or shifting funds abroad. Like you said, we need MEGA reforms cos this current system is not fit for purpose.

well you just nailed it. obviously that's what I'm talking about. everything i mentioned would require top to bottom reform, thought that was obvious .
right now whether you make money from your business or not, you have to pay a certain amount in tax, which is wrong. why tax people for money they never made. At least in Akure that was the deal back then. its odd.

We don't have a revenue problem, we have a transparency problem. What percentage of all taxes collected actually make its way to the government? 60%? 40%? And of this percentage that makes its way into government coffers how much actually gets utilized for what its meant for?

And do you think it's fair to ask a business man who has one or more generators in his shop, vigilante for security that he pays out of his own pocket, borehole for water and who has contributed money along with his colleagues in the same locale to tar the road to pay multiple taxes to the government?

Taxes are supposed to be used for development, but here they are mostly used for funding spending trips to Dubai by the elite. Do people in the Ghana or South Africa that you mentioned normally act as their own government by providing amenities for themselves? I doubt it.

And we are the poverty capital of the world, remember? Impoverishing people and then asking more of them to pay taxes to develop the country does not sit well with me. And even if the tax base is expanded as you say, what guarantee is there that most of what's collected won't just disappear into thin air?

I think money needed to really develop this country can be gotten by cutting down on government expenses. I'm talking 100k monthly for legislators and ministers, with nothing like allowances. Waste can also be reduced by modernizing the civil service. For fks sake why in this 21st century do we have something like messengers and why would 20 people be employed to do the work of 2 people?

Massive reform and trimming of government fat is needed I don't see it happening in this century. As for the subsidy thing, strength no reach to talk about it.

PS: a few years ago there was an outcry about plans by the FIRS to use like 200 Million naira to sew uniform for a few hundred workers. The people in charge of collecting tax wan use that kind money just to sew cloth and you think broadening the tax base is the solution to our woes? Nope. A very very very very thorough cleaning of the Augean stable is required.

would our Socialist labour unions allow us to cut the civil service? last year, Buhari's regime wanted to inplemement the Oransanye report, what did the NLC and others do?

we remove subsidies for a bit when oil prices went down when it started climbing and the price of petrol increased by default, didn't the labour unions threaten fire and brimstone?

Nigerians are not ready to enjoy the dividends of democracy because we don't know what we want.

look Electricity is, for instance, Gencos can generate 5,000MW of power how much power can Discos distribute?

For years they have been relying solely on FG bailouts when they need liquidity because Nigerians are not paying what they are supposed to pay for the power they consume.

Discos need to pay Transco, and Transco needs to pay Gencos, when the supply of money is not coming because bailouts come late, what do you think would happen across the Value-chain?

When FG wanted to raise tariff rates a bit so Discos can have the liquidity to upgrade their networks, buy spares etc and improve their service delivery, what did the labour unions say?

we can't have it both ways, electricity, petrol are services, if you want these services rendered, you have to pay for them

Again, it is not that simple. First, the subsidy you are talking about should not exist in the first place. Any chemical or petroleum engineering graduate or anyone with access to YouTube should know how to refine crude in his backyard. So, with that being the case, there's not supposed to be any subsidy at all because we supposed to have at least 10 refineries scattered around the country and be exporting refined crude.

As for the NEPA issue, I am not that knowledgeable about it. But listen, when we packed in to this house we are occupying, we used to pay 4K monthly in NEPA bills. It's been 4 years since we moved in and at the present time we are supposed to be paying 17k to 20k monthly, all in estimated billing. Our landlord has already ordered a prepaid meter since 4 years ago, but it has never been delivered. And bear in mind that the government said prepaid meters are supposed to be free, but I don't know anyone that got theirs free.

Of course, It is not in the interest of NEAP for people to get prepaid meters, cos that would reduce what they extort in estimated billing, And it is not even like light is constant, but at the end of the month, you better cough up whatever figures NEPA cook up or get disconnected. I spend at least 5K weekly fueling our gen and that is 20K monthly at least. I would gladly pay 20-30K monthly if that assures 24/7 power, but that is not possible in this Nigeria is it?

Let me ask you, if the electricity tariff is tripled right now will that guarantee 24/7 power all over the country? I don't think so. What that means is that NEPA problem is less about poor tariffs and more about stupid incompetence, intentional cruelty, corruption, gross avarice and unadulterated madness. We have been independent for 60 plus years and yet few places can boast of uninterrupted power supply. I lack words to describe the shame of this and the toll it takes on our overall economy.

As for the bloat in the civil service, eliminating it is something that has to be done. But before the FG can begin cut off the dead woods in the civil service let it first heavily slash its own expenses. I remember Buhari budgeting 80 million this or last year just to cut his hair. Can he in good conscience do that and then turn around to say that the civil service is inefficient and bloated? And there he is budgeting one or two billion yearly on feeding the people in Aso Rock. Na gold and silver dipped in the elixir or immortality them dey chop?
I just tire.

we do have chronic tax linkage, especially on the sub-national levels.

look at state budgets and you'll weep, some states have 90% of their budgets dedicated to recurrent expenditure, with over 70% of projected revenue expected from FAAC allocations, they basically just pay salaries.

Growth & development comes from sub-national levels.

It's not really about autonomy, it's fiscal independence, only 1 state has that. Lagos charts it's own policies on healthcare, infrastructure etc. Lagos even operates and funds it's own police force without any hiccups.

There's a clamour for state policing, how many states can fund a police service?

primary health care is the state government's jurisdiction, for instance, FG has to take over that responsibility because most states can't meet their obligations.

The CBN has released ₦64bn out of the ₦100bn to discos for the purchase of 6 million prepaid meters

https://dailytrust.com/amp/n64-8bn-cbn-bailout-restores-905mw-electricity

Now, that shouldn't even happen at all, as PHCN was sold to private entities, as a business they should invest a part of the profits they make on the business, but that can't happen because of subsidies.

every year they run at a loss, after this exercise which should last for about 2 years FG's directive is that they shouldn't bill you if you haven't had a prepaid meter installed on your premise.

Nigerian Military Dismisses Major For Mobile Phone Theft, Lieutenant Commander For Stealing N250,000

Two Senior Officers Dismissed From Armed Forces Command, Jaji For Alleged Stealing
Two senior officers of the Nigerian military have been dismissed from the force for engaging in theft, SaharaReporters has learnt.

A military source noted that the soldiers were members of Senior Course 43 of the Armed Forces Command and Staff College, Jaji.

The source said the senior officers - one in the position of a Major and the other, a Lieutenant Commander are leaders that other junior officers look up to as role models.

In a notice written in military format, Major I Abdullahi (N/12034) was withdrawn for stealing a handset while Lt Cdr MI Madume (NN/2938) was withdrawn for stealing the sum of N250,000. It was dated July 3rd, 2021.

The source said, "These are our leaders in the military dismissed for stealing, you can imagine that these are people we are looking up to are engaging in theft. One of them, a Major stole an ordinary phone while the other, a Lieutenant Commander stole N250, 000."

Checks by SaharaReporters revealed that a Lt Commander's salary in Nigeria is about N230,652 per month while a major earns about N300, 000 monthly.

The Armed Forces Command and Staff College, Jaji is a training facility established for the Nigerian Armed Forces, including the army, air force and navy to produce operational-level military officers of the highest professional standard.

It is near the village of Jaji, about 35 km northeast of Kaduna in the Igabi Local Government Area of Kaduna State.

Fight banditry, insurgency, not Kanu, Umar tells FG

A former military governor of Kaduna State, Col. Abubakar Umar (retd.), on Wednesday knocked the All Progressives Congress and Federal Government led by the President, Major General Muhammadu Buhari (retd.) for giving undue attention to the arrest of leader of Kanu than the banditry, kidnapping ravaging the country.

Umar argued that it was disturbing that rather than concentrating on insecurity threatening to cripple the country, the Buhari regime was celebrating the arrest the IPOB leader.

The former governor stated this in a statement titled, ‘Nigeria: A nation challenged.’

Recall that Umar lost his commission in the Nigerian Army as a result of his principled stance on the annulment of the June 12, 1993 presidential election acclaimed to be won by the late Chief MKO Abiola.

He said on Wednesday that the Federal Government must go beyond the arrest of the Kanu and pay more attention to more security challenges threatening to cripple Nigeria.

Umar argued that for the average northerners living in the North-West and North-East, who had been affected by the activities of banditry, kidnapping and insurgency, the arrest of Kanu had no consequence, “since it does nothing to ameliorate his harsh and brutal condition.”

He said, “The re-arrest of the IPOB leader, Nnamdi Kanu, elicited congratulatory messages to the Federal Government which appears overwhelmed by the intractable security challenges and in dire need of any redeeming act.

This is clearly an exaggeration of the security threat Nnamdi Kanu and indeed IPOB pose to our nation’s security and unity. It is quite strange and disturbing that the Federal Government is paying undue attention to the threats of separatist movements in contrast to the more daunting ones posed by bandits, kidnappers and insurgents in the North West, some parts of North-Central and North-East.”

He lamented those activities of “those criminals have resulted in the evacuation of over 20 per cent the villages in the North-West and North-East. Hundreds are being murdered and maimed every week. Many more are kidnapped for ransom.”

He said, “Over 1,000 schoolchildren were abducted in the past eight months with over 300 still in the hands of the bandits and kidnappers who are demanding humongous ransom. Rape of women and young girls has become a daily occurrence. Most economic activities, particularly farming, the mainstay of the people in these areas, are now all but impossible.”

Umar counselled the government to deploy non-violent means in addressing the growing restiveness in the South-East of the country.

He, however, noted that “IPOB and its leader may well be responsible for some of the violence, including the murder of security personnel, arson and destruction of public and private properties for which they should be held to account.”

While touching on the unity of the country, the former governor argued that Nigeria was better as one and indivisible entity than disintegration.

The former governor carpeted the Buhari regime for not processing the skills in the management of the nation’s diversity.

Truth be told, the Buhari administration has so far exhibited poor skills in its management of our diversity. Yet it has the benefit of great examples by past administrations and statesmen which should guide it,” Umar said.

The Israeli company Elbit Systems announced that last week it signed a contract for an initial supply of 11 Iveco Guaraní 6 × 6 armored personnel carriers (VBTPs) with the Government of the Republic of Ghana.
This was a government-to-government sale.

As part of the same $86 million deal, Ghana will also be acquiring 9 Elbit Sentinel 8x8 IFVs.
