U.S AFRICOM Commander contradicts Buhari, says Boko Haram still occupies Nigerian territory

Coming about two months after President Muhammadu Buhari told the Secretary-General of the United Nations, Mr. Ban Ki Moon, that Boko Haram was no longer “holding any territory as we speak,” the commander of the US Africa Command, USAFRICOM, General David Rodriguez, has stated that the terrorist group is still holding territories in Northern Nigeria.
Premium Times quotes Rodriguez as declaring this on Tuesday in response to a question during testimony before the US Senate Armed Services Committee reviewing fiscal year 2017 defence budget. He appeared before the Senate committee with Generals Lloyd Austin of US Central Command and Joseph Votel of US Special Operations Command.

The four-star General’s comment about Boko Haram was in reaction to a question by Senator Angus King of Maine who asked about Al-Shabaab and Boko Haram more than 90 minutes into the testimony.

Angus’ direct question to General Rodriguez was: “Is Al-Shabaab and Boko Haram growing; are they adding members? I know they don’t hold territory, are they adding areas of influence?” to which Rodriguez replied, “actually sir, Boko Haram does hold some significant territories in Northern Nigeria as do Al-Shabaab in limited areas of Somalia.”

He added that recently there is a “tactical upswing” in Al-Shabaab’s operations in Somali but did not elaborate on Boko Haram’s operations, adding in his written testimony to the Senate Committee that containing and degrading the ISIL-affiliated Boko Haram remains one of AFRICOM’s top priority.

To this, Rodriguez said: “We are watching carefully for signs that the threat posed by Boko Haram to US persons is growing as a result of the group’s alignment with ISIL”.

He praised MNJTF allies and partners such as the African Union, France, the United Kingdom, the European Union, and the Department of State for engaging in the counter-Boko Haram effort.

“Our engagement now can assist our African partners in realizing their potential and gaining the capability to solve African problems,” Rodriguez said, adding that “African solutions to African problems are, in the long run, in the best interest of Africans, Americans, and indeed the world.”

Buhari, who was speaking on the sidelines of the World Future Energy Summit in the UAE, was then reported to have said Nigerian Armed Forces in collaboration with the Multinational Joint Task Force, MNTJF, had driven the terrorist group from Nigerian territory into “fall-back positions.”

NA Palmaria SPA are still in a very good state/operational.

They where actively used and stationed to she'll BH strong hold ; towns/villages etc to support attacking ground troops. That was when BH was controlling like 18 L.G.A in Borno and affected state. But for now I don't think they will be needed due to the style of "jungle/gorilla" tactics BH militants has employed. Light and fast deployable howitzers will be needed.

Nigerian army continues clearance operation in north-east

The Nigerian army has continued its operation against the Boko Haram terrorists in the north-east of the country. Colonel Sani Usman, army’s spokesman, has issued a statement informing about the new success of the troops. According to him, the clearance operations are gaining momentum in the different lines of the theatre especially in 7 Division area of responsibility.

During the last two days the troops cleared Boko Haram camps, killed several of the insurgents and re-seized vehicles, arms, equipment and rescued people. The statement reads in part: “The troops of 151 Task Force Battalion have cleared terrorists hideouts in Izza and 8 surrounding other villages. Likewise, troops of 121 Task Force Battalion deployed at Pulka came under attack from suspected Boko Haram terrorists fanning out of Sambisa forest to escape sustained aerial bombardment by the Nigerian Air Force pilots.

“The troops successfully repelled the attack by killing 17 Boko Haram terrorists and also recovered 12 AK-47 rifles, 6 AK-47 rifle magazines, 1 General Purpose Machine Gun, 1 Browning Machine Gun, 1 Toyota Hilux vehicle, a 60mm mortar tube, 4 pieces of 60mm mortar bombs, 1 belt of 12.5mm ammunition and 9 belts of 12.7mm (NATO) ammunition. “Others were 3 hand grenades and 7 boxes of .50mm ammunition. Troops of 114 Task Force Battalion while on patrol along Bitta-Pridang-Manawashe axis rescued 95 people suspected to have escaped from Madube and Shuwari general area. The rescued people are being screened and profiled. “Troops of 115 Task Force Battalion accompanied by some members of the vigilante group in their area, have also conducted patrol to Dogwaba, Dutse, Mayolarde, Musa A, B and C villages without any contact with terrorists. They have however continued to dominate the area and make it secure.

“Similarly, troops of 117 of Task Force Battalion also conducted another patrol around Mildo, Vapura, Mildo, Shelmi, Gubla, Dar and Hyambula settlements. In the process, they also rescued 27 persons who escaped from Mayo Ali village. One of the female rescued persons gave birth to a baby boy few minutes after the rescue. Both mother and child are being cared for at the unit’s Regimental Aid Post and are doing fine.” The army has also nabbed one Mallam Ashiru Zarami at Mainok, a suspected Boko Haram terrorists logistic officer at Mainok with food items. The suspect has been handed over to the Joint Intelligence Processing Centre.

Similary, another suspected Boko Haram terrorist, Mallam Abubakar Kime voluntarily handed over himself to troops and Civilian JTF at Benisheikh, Borno State. On interrogation he claimed to have escaped from Kalmari village close to Alagarno forest.
“The troops of 81 Battalion also laid an ambush for Boko Haram terrorists at suspected Boko Haram terrorists crossing point from Sambisa forest near Komala and Musafanari villages. Sensing danger, the approaching terrorists disembarked and abandoned their vehicles and fled into the bush leading back to deep into Sambisa forest shortly before approaching the killing zone. Nevertheless, the troops opened fire and wounded several of the terrorists. The troops recovered the abandoned Toyota pick up vehicle and 28 Bags pf groundnuts. “On their part, the heroic 7 Division Strike Group encountered an ambush by suspected Boko Haram terrorists enroute to Banki. They successfully fought it out, killed 4 terrorists and recovered AK-47 rifles, 2 mobile telephone handsets and a Shilka shell loaded with explosives,” the statement added.

The military offensives succeed daily in flushing the terrorists from their hideouts and captured territories. The Nigerian army since President Muhammadu Buhari took office last year, have taken the anti terror combat to Boko Haram terrorists, who claim to be fighting towards the establishment of an Islamic caliphate in Nigeria’s north-east. As a result of their activities, thousands of lives have been lost and millions have been displaced from their homes in a six-year insurgency that has threatened the peace in Nigeria and neighbouring countries.

African Capacity of Immediate Response to Crisis

Since the establishment of the Organisation for African Unity (OAU) in 1963 and the subsequent launch of the African Union (AU) in July 2002, Africa expressed the desire to face and address its own challenges and not to rely solely on ‘foreigners’ from Europe or elsewhere to intervene on its behalf in conflict zones or hotspot-areas.

There are various examples spanning several decades where forces from outside the continent intervened (on behalf of the host country) in various types of conflict. The recent intervention of the French in Mali is but one example.

African Standby Force

The AU decided more than a decade ago to form an African Standby Force (ASF) comprising brigades in the North, in the West, in Central Africa, in East Africa as well as one in Southern Africa (SADC ), the so-called regional economic communities (RECs). Until now this force(s) has not come to fruition while several hotspots, for example those in the Central African Republic (CAR) and the South Sudan, cause serious havoc and instability in the region.

The East African force, through one of its members states Rwanda, did however report readiness towards the end of 2014. The AU expects regions to have their respective brigades ready by December 2015.

ACIRC

In May 2013 the AU, prompted by a number of heads of state (HOS), decided to form, as an interim measure in transition to the ASF, a so-called African Capacity for Immediate Response to Crises (ACIRC)-type force. It was decided that the force should comprise five motorized battalion groups with fully fledged combat service and combat service support capabilities. This force should be able to intervene in a robust way and should be able to sustain operations for at least 90 days. Thereafter, it is said, a United Nations or AU force will take over to bring about sustainable peace and stability.

South Africa is one of the volunteering nations (VNs) since its Commander-in-Chief, President Jacob Zuma, was one of the first to commit forces. Behind the scenes he is also playing a key role in getting more HOS to buy in to the idea of ACIRC.

At the seventh meeting of the AU specialized technical committee on defence, safety and security (January 2014 in Addis Ababa), AU Commissioner for Peace and Security, Ambassador Smail Chergui, said that, although much solidarity and support was given to ECOWAS and Chad, the AU response to the situation in Mali could have been much more effective. Therefore the decision by some African HOS to establish ACIRC to ensure Africa is in a better position to respond to peace and security challenges facing the continent.

Altogether nine VNs, a relative small number given the total number of member states comprising the AU, initially bought in to the idea, with prospects of more countries expected to join soon thereafter. The countries were Algeria, Angola, Chad, Niger, Senegal, South Africa, Sudan, Tanzania and Uganda. Since the establishment of ACIRC, Egypt, Burkina Faso and Rwanda have also joined the endeavor.

An ACIRC Cell (planning element) was stationed in Addis Ababa in March 2014 and started with its work to operationalize this capability. This team is responsible for the development of the modalities towards the operationalization of ACIRC and also the harmonization with the ASF in making.

A very optimistic original view was that this force, capable of intervening in hotspot areas, would have been ready by late September 2014 and then be kept on standby until late 2015/early 2016 when the ASF is expected to be operational.

Exercise Amani Africa II, originally scheduled to take place in Lesotho in late 2014 was re-scheduled for October/November 2015 with South Africa as the host nation. It aims at exercising and confirming readiness of some of these ASF elements, especially the so-called rapid deployment capability (RDC).

ACIRC (as is the case for the ASF) experience several challenges still to be addressed. Some of these are strategic lift capabilities (especially air lift for rapid response), time for preparation as well as budget short falls. The ACIRC Cell undertook verification visits to VNs during May and June 2014 with the aim to verify and assess the pledged capabilities, to establish the readiness of ACIRC and to identify capability gaps. They have reported back to the VNs’ chiefs of defence in mid-July 2014 on matters such as their assessment of the pledged capabilities, identified gaps, budgets and common costs, deployment schedules, roles and responsibilities of the framework nations (FN), decision making and planning processes, MOUs as well as command post exercises (CPX) and force training exercises (FTX).

These were the main conclusions:

ACIRC will attain initial operational capability by October 2014 (an objective that was partially achieved by SA’s ACIRC element);
A CPX was planned for end-October 2014 to be followed by a FTX by end-December 2014. Both exercises were to test and evaluate ACIRC against the attainment of its full operational capability (both these objectives, despite several shortcomings, were also achieved by the end of 2014);
ACIRC will be ready to intervene in any crises on the African continent by December 2014.

With neither a requirement for an ACIRC deployment during 2014, nor any during the first half of 2015, time has moved on. South Africa has been the FN from the 1st of July and will continue to fulfil this role until 31 December 2015. The SA National Defence Force (SANDF) is preparing itself to fulfil this obligation as best as it can. The South African Army’s 43 Brigade has been designated to be the headquarters for the SA contingent, comprising land, air and maritime capabilities, while the general officer commanding (GOC) 431 Joint Task Force has the dual responsibility of commanding the SA contingent for ACIRC as well as being the overall force commander during this standby period.

Dawn of Democracy

South Africa’s involvement with ACIRC has coincided with the 20th anniversary of the SA National Defence Force (SANDF) in April 2014.

Since the dawn of democracy in South Africa in April 1994, the military, as for the rest of society, has gone through major transformations. Defense spending, among others, were cut to the bone. This, as well as a number of other factors, caused a severe deterioration of defence capabilities over the past two decades. This situation is obviously posing several challenges in SA’s endeavor to continue to prepare and maintain its contribution to ACIRC.

Shortly after the formation of the new SANDF (1994), the adoption of a White Paper on Defence (1996) and a subsequent Defence Review (1998), it was decided to maintain most of the defence capabilities at a so-called core growth capacity. It was believed at the time that such capacity could be developed and grown into full war-fighting capabilities should there be a threat or requirement to do so.

In retrospect, however, the ‘core growth’ approach, even if it was the most affordable approach, has proven to be one of the main reasons why most capabilities, especially the more conventional warfare type capabilities, slowly and steadily deteriorated to levels of non-sustainable deployability. It is mainly in the support domain that capacity is lacking which directly leads to capabilities being non-sustainable.

Defence Review

There is, however, light at the end of the tunnel since a new Defence Review was approved by the cabinet in early 2014 and recently by the South African Parliament. This review spells out what the nation requires from SA’s military and the expectation is thus that National Treasury will gradually allot adequate resources.

In her budget speech in Parliament on 23 July 2014, the Minister of Defence and Military Veterans, Hon Nosiswe Mapisa-Nqacula, said:

“The question crucially posed by the Review is: what is it that we want the defence force to do at home, in the region and the rest of the continent. Once that question is definitively answered, adequate resources must be allocated to enable the DoD [SANDF] to execute its mandate with the requisite effectiveness and efficiency…

The Defence Review recognizes and states unambiguously that the SANDF is in a state of decline characterised by force imbalance between capabilities; ageing technology and un-affordability of many of its main operating systems. We do not have a choice, but to respond with urgency to put plans to arrest the decline within the current five years, starting immediately during this financial year. Five years is averagely the amount of time it will take us to develop a limited and sustainable defence capability.

The longer the neglect is perpetuated, the greater the effort, time and cost it will take to arrest the decline. Although the SANDF is still able to maintain operational presence, if we do not start now, the decline will get worse. Our mandate in the next five years is to act fast to restore the minimum capabilities required to safeguard South Africa, protect its maritime resources and trade routes, conduct peace missions and humanitarian interventions.…”

In her 2015 budget vote in Parliament on May 19, the Defence Minister said:

“The Defence Force will be sufficiently equipped and skilled to successfully execute operations across the full spectrum of conflict. It must have the capacity to defend and safeguard the sovereignty of the Republic of South Africa, keep and enforce peace beyond our borders and have an offensive capability to deter potential aggressors.”

The SANDF is certainly due for and in the process of a major revamp. Only then will the Defence Force be able to effectively deal with demands posed by situations at home, in the region and on the continent—typically scenarios that will require an ACIRC-type intervention.

hi,

I wanted to ask a question, from the many pictures you posted in this thread it seems the most of the fighting is over open terrain with sparse vegetation with adequately clear LOS.
so why not use designated marksman, 3-4 per squad (12) ?
even NR-1 (FN FAL) with telescopic sights will do a good job accompanied with suppressive fire from the beryl's and AK's.

also noticing is the fact that I have failed to find pictures taken at dusk and dawn (or I missed them or maybe they were never taken ).
it is the most suitable time for military Ops especially CT ops.

Hi nemesis2u

Actually the northern part of Nigeria has a flat terrain and mostly in dry season making the landscape /vegetation sparsely, thereby making ur LOS visible. But BH is also aware of !? Have you ever noticed that when ever BH is attacking ;the technicals is always mounted with AA/HMG i.e; Dshk. It takes a lot of GUT's when a 12.7×108mm shell blazing at you from all directions even if 3-4 men of the square are equipped with telescope/sights you would want to run for ur life grin grin. But for now I think the BH bois are running out of technicals.

In shot; the nature and train of the north east has its own advantage and disadvantages.....

Untill now that's when we've being seeing our troop's equipped with ak variants equipped with sights and other accessories. I don't know why it took our top brass so long.

On why av we not being seing pictures taken from dusk to dawn during CT op's. Even the few pictures posted here needs permission to be posted tali less of such pictures, may be untill Nigeria armed forces doctrine changes....

yeah true

anyways transitioning from conventional warfare to CT oriented warfare is a very tough job.
requires organizational changes , specialized weapons , trainings , tactics and SOPs among others.
I was in technical division for sometime in support of CT & special ops (I&E) so I am fully aware of the headache faced grin
i believe it was a steep learning curve for the Nigerian army initially, particularly due to corruption and embargo but now they are more in grips with the requirements and challenges on the ground.
we had advised them on certain equipment's at the platoon level but unfortunately it seems it was not take up smiley

Nigeria army using guerrilla tactic to beat Boko Haram – COASNigeria using guerrilla tactic to beat Boko Haram – COAS

The Chief of Army Staff, Gen. Tukur Buratai, has said that the Nigerian Army recorded huge success in the fight against Boko Haram because it now adopts the same strategy used by the insurgents to attack Nigeria.

Buratai also said during a courtesy to the Oyo State Governor Abiola Ajimobi that the Nigerian Army added more capacity and ability to its operations with the introduction of motorbike battalion, which enabled it to move quickly to areas where the terrorists were located before they could cause havoc.

Buratai also said that the political will of President Muhammadu Buhari to defeat the terrorists, the leadership of the Nigeria Army and the resilience of the troops were the secret behind the successes recorded so far by the army.

He said, “We are using the same guerrilla strategy adopted by the terrorists. We are giving them back their own strategy. We have motorbike battalion which has added more capacity as well as the ability to move quickly to wherever the terrorists are.

“We have intensified a number of actions that will help the troops get to the terrorists before they run out of their hideout or cause any havoc. To totally wipe out Boko Haram, we require the support of everybody. They live among us and are everywhere and we require very good intelligence to fish them out. But the most important thing is to prevent them from having the capacity to launch attacks on innocent individuals and on our troops’ location.”

Buratai also commended the professionalism displayed by the troops in the troubled regions of the country and the support of all Nigerians, adding that more was needed to be done to completely wipe out the terrorists.

“But in the long run, we require long term planning, long term surveillance, long term intelligence gathering so that the remnants can be picked from here and there apart from those who show up with their weapons which we are dealing with right now.”

In his address, Governor Ajimobi, who was represented by the state deputy governor, Moses Adeyemo, commended the Nigerian Army for the efforts at upholding the unity of the country. He said the first priority of his government was security of lives and property, on which infrastructural development thrived.

“The purpose of governance is to maintain peace and security after which every other thing would follow in terms of infrastructural development. And our government is committed to sustaining the peace in the state,” he said.

we had advised them on certain equipment's at the platoon level but unfortunately it seems it was not take up smiley

a word of advice my friend it will be wise to blot out the faces of the spec ops operatives etc. posted here , there are crawler software's from multiple countries mining every bit of info on the net and particularly using it to access/link/cross reference social networking profiles for poaching and other devilry grin

regards and best of luck

Yeap only it took us long to learn and a lot as to be done, cos BH as adopted guerrilla tactics now, they would not just give up.......

TROOPS CLEAR BULASARI TERRORISTS CAMP

In continuation of the clearance operations of remnants of Boko Haram terrorists’ reported locations and hideouts by the military, troops of of 120 Task Force Battalion cleared the camp at Bulasari. This is coming after clearing Golgore camp yesterday Tuesday, 15th March 2016.

During the operation, quite a number of the Boko Haram terrorists were killed while one of our soldier sustained gunshot wound. The solder’s condition is stable and is currently being managed at Damaturu General Hospital.

One of the most significant aspects of the operation was the recovery of Nigerian Army Armoured Personnel Carrier (APC) earlier captured by the terrorists during an attack on Buni Yadi on 9th July 2015. The APC was discovered at Golgore River line and it has since been evacuated.

This operation has further proven our commitment to rid our country of the menace of Boko Haram terrorists and other criminal elements in the society.

Kindly disseminate this information and the attached photographs to the public through your medium.

Thank you for your kind and usual cooperation.

Cameroon sentences 89 Boko Haram fighters to death

Cameroon has sentenced 89 members of Nigerian Islamist militant group Boko Haram to death, local media report.
They were convicted on terror charges by a military court for their roles in several attacks in Cameroon’s northern region which borders Nigeria.
Cameroon passed an anti-terror law in 2014 which introduced the death sentence.
This is the first time the death sentenced has been used since that law was passed.
The 89 are among 850 people arrested in Cameroon on charges of links to Boko Haram, reports the BBC.
Following the death sentences, a local human rights group has called for reforms to Cameroon’s justice system.
Hundreds of people have been killed in a spate of attacks in Cameroon since it joined a regional force set up to tackle the militants last year.

TROOPS ON HOT PURSUIT OF BOKO HARAM TERRORISTS

Troops of 81 Battalion and 251 Task Force Battalion of 25 Task Force Brigade on Wednesday engaged in hot pursuit of remnants of Boko Haram terrorists in Kumala.

This followed an earlier incident in which suspected Boko Haram terrorists ambushed fighting patrol elements of 25 Task Force Brigade. After clearing the ambush, the troops exploited further off Damboa road from Kumala.

During the pursuit, the troops traced the axis of withdrawal of the terrorists and discovered that the terrorist vehicle mounted with an Anti-Aircraft Gun tasted a bit of the Boko Haram terrorists’ evil intents as it ran into an Improvised Explosive Device (IED) buried by them.

The vehicle was shredded into pieces by the IED while 2 of the Boko Haram terrorists died in the process. The troops recovered 1 General Purpose Machine Gun (GPMG), 2 AK-47 Assault Rifles as well as one Boko Haram terrorists' flag, 6 primed IEDs, Anti-Aircraft Gun links and rounds of ammunition. Other recoveries include 43 rounds of 7.62mm (NATO) ammunition and a mobile telephone handset.

This incident of the terrorists group falling victims of its evil plans against the troops, the wrath of God has been aroused by the retributive justice against the devilish Boko Haram terrorists.

Sambisa forest is as big as Enugu - says Buratai

– Buratai says the Nigeria Army is in Sambisa forest – COAS Buratai calls for thorough logistics The Military High Command, Thursday, March 17 explained that the size of Sambisa forest, in Borno state where Boko Haram terrorists are hiding is largely responsible for the delay in flushing out the insurgents.

Chief of Army Staff ( COAS), Tukur Burutai, said during the familiarization tour of 82 Division, Enugu: “We are already in Sambisa forest. But Sambisa is as big as Enugu state which needs thorough planning for logistics and other manpower needed. That accounts for the delay. In flushing out the insurgents. The alleged incident of killing of MASSOB, IPOB members by the Army in Aba will be investigated.

“Since my appointment, we have set out to build a professionally responsible Army in the discharge of its constitutional role which is the result of what we are seeing today. We have taken steps to ensure that education within the Army is paramount to ensure that troops operate within the rules of engagement.” Boko Haram has killed at least 17,000 people and left more than 2.6 million others homeless since their six-year campaign began. This perhaps is why the US military now calls it the most lethal violent extremist group in the world.

@ bidexiii

Fixing a broken tire of a mowag APC during dusk patrol inside Sambisa ............... grin
