The state government is 12 billion dollars. Lagos debt of $1 billion was used to finance the light rail project. Lagos state will earn the money back .

Most of America's debt are owed external bodies in form of unpaid contributions, and not monies borrowed for mostly recurrent expenditures.

Can we say the same for the FG and the states?

Nothing is ok about debt, especially a debt with no real positive investments backing them up, don't let anyone fool you.
