he also, among others ,sees to their activities e. g recommendations, commendation, deployment, etc

He advises the president all matters. He is the last Barton to reach the president. Must be the person the president can trust completely.

just think about fashola as chief of staff to tinubu. That is the power behind power. They influence major executive decisions. But they always work behind the scene.
