Nunushokoto, you only defined plant psychology. I would have appreciated if you had expatiated more on it. and relate to human psychology (and in so doing continue to we the people and then nation building) or even to agriculture, because in closing you just jumped to agriculture. Nice job. All the best. will research more on the subject

If we hadn't had to procure items. computer part, hard wares and peripheral building a computer would have been a herculean task right? And if societies have been surviving for billions of years without computer how comes we cant survives them now? how does Procurement help developing nations grow?

darrytoz, please what is the basic between political science and public administration? and in what roles do your people fit in Nigerian nation building? is it right to say that any Nigerian that has school certificate or bachelor's degree can be a public administrator?

As a marketing manager and a brother to a procuring manager I will say procuring manager is very essential to get a standard goods from the market. A procuring manager source for the right good from the right source, at the right time. The 5RS serves as the dynamism of a procuring department which no other dept can does it better than they do.

My course has to do with plant physiology in the aspect of crop production so it's more or less like saying plant agriculture and if you noticed, all I said was on plants,I didn't talk about animals or general agriculture.

instead of out sourcing, goverment should rather establish a procurement commision (filled with repute proffesional procurers) who will take charge of the purchasing function of all goverment parastatals and ministries. we need to understand that public procurement function in this country is handle by people who just take accidental charge of the function. they are not proffesionals. they do not have negotiating skill, their vendor/contactor appraisal and rating skill is sinqua none. until we (proffesional procurers) take the rightful position, i am afraid to say that we will continue to live with this ugly situation.
there is no way this your solution will work. I do not know how many MDAs (Ministries, Departments and Agencies) that we have have in Nigeria. let us assume they are 50, though they are in there hundreds, will one procurement commission serve all there needs?

what we first need to establish is that the solution to all public procurement umbecoming issues in Nigeria is to stop all government officials from performing purchasing function. We should establishment a "public procurement commision" who will take charge of all public procurements; be it in the military, health , misnistries, parastatals, and hat have you. this commision (full of proffesion procurers) would ensure that all procurements and awarding of contracts follow due process, and in to time, our country will begin to take its position in glory.

political science/scientist are those people elected into various levels of government while public administration/administrators are those machinery that the political scientist use in other to carry out there duties. The two profession correlate one another because there is no political scientist without public administrators and vice versa.

we already BPE - Bureau of Public Enterprises. And BPP - Bureau of Public Procurement. Yet all governement agencies have their own procurement divisions. And yet the rot goes on. Please research more on public procurement in Nigeria, especially for your project. Wishing you all the best
