A new innovation that would enhanced better relationship between oil companies and host communities is in the offing, as the Nigerian National Petroleum Corporation (NNPC) has hinted that it may settle for the option of community-based policing to protect the vast artery of oil and gas pipeline network across the country.

Emmanuel Ibe Kachikwu, group managing director, NNPC, disclosed this while receiving Perry John Calderwood, the Canadian High Commissioner to Nigeria, during a courtesy visit to the NNPC Towers, Abuja.

Kachikwu pledged to give a lot of attention to the perennial menace of pipeline vandalism and oil theft, saying, “I intend to give a lot of energy to the issue of oil theft and pipeline vandalism. We must keep the losses from oil theft to the lowest figure possible.

“I don’t believe in the arm-for-arm approach, we must engage the host communities and inculcate in them the need to see the assets in their domain as their own.’’

The NNPC boss noted that in the months ahead, the Corporation would initiate discussions with community leaders and interest groups with a view to fashioning out a workable community oriented pipeline protection format with less emphasis on the use of brute force to secure the lines.

On the state of the refineries, he solicited for support from Canadian companies and service providers, stating that Nigeria could make do with Canada’s vast experience in refining and expertise in oil and gas operations.

In his response, Calderwood said the Canadian government and business entities were willing to work with the NNPC in growing the Nigeria oil and gas industry to enviable heights.

How is this different from what GEJ did using OPC (Yoruba community group) and the Niger Delta community people, albeit former militants, but still members of a community?

The difference is that the OPC and Militants are groups with an alternate pre-conceived agenda which led them to compromise on their responsibilities.

In this case however, the community group will have pipeline protection as their sole primary agenda, which will guard against deviation from their responsibility.

I said the other day, if OPC surveillance contract was not terminated, 100 Nigerians that died in Ogun State last month will still be alive as there may have not been any vandalization nor 100s trying to lift themselves from poverty by scooping petroleum products from vandalized pipelines.

Trying to modify ethnic militias (vigilantes) with host communities makes no difference.

Are the host communities going to be driven and headed by fathers and mothers?

Most Host communities have no leadership structures in security matters

It'll be better off this way, to engage the communities at a local level where each would ultimately be accountable to the NNPC than conferring total control to an individual.

Responsibility for each area would be designated to a local authority who would also be held responsible for lapses.
The last administration inspite of the largest security contract ever dished out, still managed to oversee the largest oil bunkering in our history.

Shell & co which a lot of people don't know deploy mercs/private contractors to guard in their operations closer to them and saw less losses comparable to previous years.

At the end of the day they will take the same steps GEJ took. Give Buhari time. It takes an illiterate longer time to comprehend what an educated man can decipher in minutes.

They think governance is by textbook model undecided. Wetin jonathan don see since 1901 cheesy.
