Boko Haram: Army Reinstates 2,500 Soldiers, 102 Officers by dont8(m): 12:51am On Aug 24, 2015

Acting Director, Army Public Relations,
Col. Sani Usman

The Nigerian Army has recalled over 2,500 soldiers who were asked to withdraw from service for alleged offences committed under the counter- insurgency operations code named Operation Zaman Lafiya.

The review panel set up by the Army, which began sitting in Kaduna on August 17, has also screened and reinstated 102 officers, who were sentenced or facing prosecution in relation to the operations in the North-East.

The reinstated soldiers and officers, it was learnt, had commenced retraining at the Nigerian Army Training Centre, Kontangora, Niger State.

The 2,500 soldiers were among the over 4,000 who responded to a memo from the Army authorities inviting soldiers for a review of recent disciplinary cases, which emanated from the counter terrorism operations.

The NA had said on August 1, 2015 that the service would constitute a panel to review all recent disciplinary cases in the service.

But the Acting Director, Army Public Relations, Col. Sani Usman, cautioned that the directive to review disciplinary cases should not be mistaken for a “total reinstatement of dismissed and deserter soldiers.”

Our correspondent learnt that more dismissed personnel of the Army might be brought back to the service as the screening panel would continue with the review of cases on Monday (today).

A source in the Nigerian Army, who confided in our correspondent, said, “The panel has cleared 2,500 soldiers who were dismissed from their units for minor offences alleged to have been committed under Operation Zaman Lafiya.

“The review panel also cleared 102 officers who were either asked to withdraw, dismissed or facing prosecution for various offences under the operation.”

The soldiers, who were said to have been conveyed out of the NDA, Kaduna, venue of the review panel, in luxury buses on Saturday are expected to undergo a short retraining exercise as part of the reintegration requirements into the service at the NATRAC, Kotangora.

After the retraining, the Army authorities would screen the affected personnel and re-activate their suspended bank accounts.

It was further learnt that the panel would also review the cases of 66 soldiers who were sentenced to death by firing squad.

The source, who spoke to one of our correspondents on Sunday, said that not all the dismissed soldiers who turned up in Kaduna were lucky to have regained their jobs.

Some of the soldiers, said to have been dismissed about 15 years ago for various offences, were asked to leave the venue of the review panel.

The soldiers were said to have been dismissed from the Army for various offences since the regime of former President Olusegun Obasanjo.

It was learnt that majority of the affected soldiers were dismissed from the service for violating a law said to have forbidden the personnel of the Army from marrying foreigners.

When our correspondent contacted the Acting Director, Army Public Relations, Col. Sani Usman, he said that those asked to leave the venue of the review panel were not eligible for the review exercise.

Usman said that they were dismissed from the service for various offences about 15 years ago and were not part of those whose cases were meant for review.

Usman described them as “a group of mischief-makers who should have been arrested and prosecuted for disrupting the peace of the public.”

He said, “The alleged protesting soldiers were no longer soldiers for almost 15 years now.

“They were dismissed for various offences and therefore are not part of those whose disciplinary cases are being reviewed by the committee. Consequently, they are not eligible for the ongoing review.

“They are bunch of mischief makers that need to be arrested and prosecuted for constituting a nuisance to the public. Already the relevant security agencies have been alerted on their activities.”

On the issue of the recall of the officers and men of the Army, he said that he could not give the figure of those screened and cleared.

Usman said that the exercise was ongoing and that the panel was expected to submit its report to relevant authorities.

“This is an ongoing exercise; they want to ensure that justice is done. I cannot give you any figure, the authorities are waiting for the committee’s report; they will conclude sitting very soon,” he added.

Did you bothered to investigate what led to their dismissal in the first place?

Dismissal in the army always stems from criminality.

These are the bokos that have been fully re integrated back into the army.

Wrong my friend, I followed the story to date. Those guys were dismissed unjustly because they were protesting about their welfare and at same time, they were ill-equipped to fight the terrorists.

When they don't have weapons to fight with, do you expect them to use their mouth as weapon and even thank God, Alex Badeh has confirmed they don't have what it takes in fighting the insurgents

not really but there are still Incentives that may have been missed or denied coupled with delay in salaries and the rest of them.

What are you ranting about?

Before any officer or personnel can be dismissed he or she must be subjected to a court Marshall and found wanting.

So there is a high probability these officers and men now being reinstated did not conduct themselves well or were involved in one act of criminality or breach of rules

Officers were never involved in the mutiny case.

It was mainly NCOs.

You obviously do not understand the workings of the military.

I can bet those officers where relieved of both their command and jobs after they were involved in abandoning their positions or not engaging boko haram.

The case of a senior ranking officer who abandoned 4 APC vehicles and a light tank for Boko Haram comes to mind.

Nigerian military arrests Generals, other senior officers over Boko Haram’s takeover of Baga
January 30, 2015

A Brigadier General, Enitan Ransome-Kuti, his Chief of Staff, Lieutenant Colonel G.A. Suru and some other senior officers have been arrested by the authorities of the Nigerian military over their failure to repel the attack on the headquarters of the Multinational Joint Task Force [MNJTF] in Baga.
Mr. Ransome-Kuti, the Commander of the Multi-National Joint Task Force, MNJTF, his Chief of Staff and the other senior officers were detained shortly after they arrived Maiduguri from Monguno where they and their troops took refuge after they were dislodged from Baga.
The arrest of the officers was exclusively disclosed to PREMIUM TIMES Wednesday by reliable military insiders who requested not to be named as they were not authorised to speak on the matter.
Also arrested, our sources said, are the Commanding Officers of the 134 and 174 Battalions — a Lieutenant Colonel Haruna and a Major Aliyu. The two battalions are under the MNJTF but were also dislodged from their locations during the Boko Haram offensive of January 3.
These senior officers, now being held at the officers’ mess of the 21 Armoured Brigade, Maiduguri, were arrested over their inability to repel the Baga attack in spite of the weapons in their arsenal. They have also been asked to account for the weapons lost to the insurgents.
Mr. Aliyu is an acting commanding officer of the 134 battalion. PREMIUM TIMES learnt that the substantive commanding officer of the battalion, a Lieutenant Colonel Etang is already facing court-martial following a previous attack on his battalion on November 5, 2014.
Our sources said military authorities are disappointed that the attack on Baga was not repelled by troops of both battalions and the MNJTF headquarters despite all weapons made available to them.
The sources said the military authorities are especially angry with Mr. Ransome-Kuti for his inability to lead his troop to counter the Boko Haram onslaught despite the high calibre weapons and ammunition made available to his formation.
The Brigadier General is also said to have gone underground for four days after the MNJTF was dislodged.
“Nobody was able to reach him and nobody could tell where he was,” one of our sources said. “The suspicion is that he was roaming around Maiduguri in mufti while his troop were in disarray. He and his officers have to account for everything.”
Also, the Brigade Commander of the 5 Brigade, Monguno, a Brigadier General Yekini, who was injured in the Monguno attack on Sunday, is yet to be arrested because he is still receiving treatment for injuries sustained during the attack, PREMIUM TIMES learnt.
He has been placed under close watch on his hospital bed, and might be fully detained once he is discharged from hospital, our sources said.
However, Defence spokesperson, Chris Olukolade, declined to confirm or deny the arrests.
He however said it is not unusual for the military to hold officers accountable for the tasks assigned to them.
“Every officer who is given a mission must be made accountable for his performance, and that is not necessarily an indictment of the officer; at least until investigations are concluded,” Mr. Olukolade, a Major General, said.
Suspected members of the Boko Haram sect had on January 3 attacked the base of the Multi-National Joint Task Force, MNJTF, in Baga, Borno State, dislodging the soldiers.
A senior security official said the attack, which started at about 5 a.m., was one of the fiercest in recent times as soldiers battled to hold their grounds without much success.
The MNJTF was created by defence and military chiefs from the six countries that make up the Lake Chad Basin Commission to combat arms trafficking, terrorism and related cross-border attacks that have continued to rise in the region.
Boko Haram terrorists see the existence of the MNJTF as a major threat to their operations, hence their continued attack on the base and the town with a view to having full control of the area.
In the last two years, Baga town has suffered five major attacks with high casualty – the latest being that of November 2014 when Boko Haram terrorists ambushed fishermen returning from a night fishing expedition and slit the throats of 43 of them.
The terrorists also launched three different attacks on Borno’s three largest towns – Maiduguri, Konduga and Monguno on Sunday. While the attacks on Maiduguri and Konduga were repelled by the Nigerian military, Monguno fell to the the insurgents.
On Monday, PREMIUM TIMES had exclusively reported how, despite warning troops to remain on alert, the leadership of the 5 Brigade failed to take the necessary steps and make the right deployment of men and equipment to check the imminent attack.
The troops were indeed warned to be at alert following intelligence report that terrorists would strike between January 22 and 25.
Despite the warnings, when the terrorists arrived on Sunday, the troops were taken by surprise.
Military insiders said the insurgents arrived at about 2 am on Sunday, parking their Hilux vans deep into the bush, with their headlights on.
Soldiers of the Brigade, who saw the unusual lights, began to shoot in the direction of the vans without knowing that the insurgents had left the vans and advanced close to the Brigade headquarters.
Suddenly, the insurgents began to shoot sporadically. The troop of the Brigade, including those of the Multinational Joint Task Force [MJTF], who were camped at a school inside the barracks after they were dislodged from Baga, engaged the terrorists in a long exchange of gunfire.
The biggest fighting tank owned by the brigade, known as “shika,” killed several insurgents, and wounded several others.
It was such a long battle that the equipment, which provided cover for ground troops, suddenly ran out of ammunition and began to withdraw.
As it withdrew, the rifle men behind also retreated, as the insurgents followed in pursuit. In the process, Brigade Commander, Mr. Yekini and a few other soldiers were wounded. It is not clear the number of soldiers and while 53 insurgents were killed in the attacks.
“We could have overpowered the insurgents, but there was no enough ammunition,” an officer, who participated in the battle, had told PREMIUM TIMES.

I am sorry to say this, I have said it before, if I was in that kind of Army, I would have deserted too. A army that was ill-equipped?

What makes a human being a soldier is not the fine uniform and the boot, a lot civilians wear Army uniform to disco party abroad. What makes a man a soldier besides having received the military training, is the armament.

You want your Army to go and fight the boko harams with obsolete weapons, and few bullets and you expect them to remain gallant? I would have run away too if I was in that kind of Army.

The N9.2bn cooking stove money should have been used to equip the Army.

Most of the Internally Displaced Nigerians and the recent returnees from Chad, Niger and Cameroun had nothing to cook or eat for months where they have been taking refuge from boko haram attacks, and Nigerian govt was importing cooking stoves for N9.2bn.

Wrong decision.

While I appreciate the fact that the soldiers were poorly armed...the army is not a democracy. You are supposed to obey orders...even if they are ''crazy''.

In 1943...some Allied soldiers from Canada were sent to attack the shores of Nazi Occupied France to test the shore defences. They knew the mission would end in their deaths or capture....but they went, and the info gathered was of vital importance in the liberation of France in 1944.

Would the Allies have gotten that info if the soldiers mutinied.? No.

If the Army is composed of mutinous soldiers.....the defence of the nation is at risk. Yes....let us deal with corruption, and poor equipment...and bad officers...but let us also not mess the defence of the nation up.
