A PASSIONATE PLEA TO MR PRESIDENT FROM THE NEWLY RECRUITED IMMIGRATION OFFICERS DEAR MR PRESIDENT, This letter is not written in a spirit of untruth or half-truths commonly published. Nor is it motivated in any way by political or tribal bias. It is written with respect due your office and the awesome tasks that have been laid on your shoulders. We write as a patriotic citizen, as Nigerians who wants Nigeria to achieve her set dreams and wants a great future for his children and grandchildren. A great man once said " The youths are the future of a Nation. In their tender and loving hands, the future of the Nation is entrusted . In their innocent hearts , the pride of the Nation is enshrined. On their development, the salvation of the Nation is dependent". Mr. President, the youths are the nation builders, We believe you understand our frustration and hardship as we continually struggle for gainful employment. We know you have faith in our ingenuity, capability and creativity, that is why you promised during your campaign to empower the youths and to create jobs for them. As a result, we will draw your attention to our plights the Nigerian youths who were recently employed by the Nigerian Immigration Service after a rigorous recruitment process. We are currently being threatened with the loss of our jobs following the recent suspension and replacement of Mr. David Parradang, the Comptroller General of the Nigeria Immigration Service and the silent dispersion of the recruits who were rounding up their induction programme. This has sparked fear among us the newly recruited officers and currently await your intervention in this matter because we believe in you. We will like to shed light on some salient issues for the sakes of emphasis. It's our humble side of the whole story . As a result of the failed recruitment of march 15 of last year, that led to loss of 15 lives, the Federal Government set up a Committee known as The Presidential Committee to Assist in Immigration Recruitment which was constituted on 26th March, 2014 by the former President, Dr. Goodluck Ebele Jonathan, GCFR. The membership of that committee includes; 1. The Chairman Federal Civil Service Commission (Chairman) 2. The Permanent Secretary (General Services) OSGF 3. The Comptroller- General of Immigration 4. The Representative of the Inspector General of Police 5. The representative of the DG Department of State Services 6. The representative of the Corps Marshal FRSC 7. The representative of the Commandant General Civil Defense Corps 8. The representative of the Controller- General Prisons 9. The representative of the Attorney General of the Federation 10. The representative of D G, Federal Character Commission 11. The representative of the Head of Service The then Secretary to the Government of the Federation, Sen. Anyim Pius Anyim signed the terms of reference for this Committee, they are ; i. To liaise with the Board to confirm the actual number of personnel to be recruited ii. To assist the Board by advertising the recruitment with a view to starting the process afresh iii. To assist the Board by processing the application, short listing of potential applicants and conducting necessary interviews for the purpose of the recruitment exercise iv. To assist the Board by following all relevant laws, Public Service Rules and guidelines to determine successful applicants and announce their appointment into the NIS v. To ensure that three family members of each deceased applicant from the aborted exercise, at least one of whom should be a female are given immediate and automatic appointment vi. To ensure that all those injured are given immediate and automatic appointment in the NIS. After almost a year past, the vacancies were advertised on February 9, 2015, posted on the federal civil service commission's website and some other media as below: THE PRESIDENCY PRESIDENTIAL COMMITTEE TO ASSIST IN IMMIGRATION RECRUITMENT Pursuant to its mandate to assist the Civil Defence, Fire, Immigration and Prisons Services Board (CDFIPB) in conducting a fresh Recruitment Exercise, the Presidential Committee to Assist in the Immigration Recruitment Exercise, hereby invites application from suitably qualified candidates for appointment into the following vacant positions in the Nigeria Immigration Service: VACANCIES CATERORY A: SUPERINTENDENT CADRE - Assistant Superintendent of Immigration II (ASI II) – CONPASS 08 CATEGORY B: INSPECTORATE CADRE - Assistant Inspector of Immigration (AII) – CONPASS 06 CATEGORY C: IMMIGRATION ASSISTANT CADRE - Immigration Assistant III (IA3) – CONPASS 03 GENERAL REQUIREMENTS Be a Nigerian citizen by birth or descent; Not less than 18 years or more than 35 years of age; Not less than 1.7 metres in height for male and 1.64 metres for female; Have a fully expanded chest measurement of not less than 0.87 metres; Be certified by a Government Medical Officer to be physically and mentally fit for appointment into the Service; Not suffering from any form of mental or physical disability. Candidates with any of the following medical cases need not apply: Sight problem; Hearing difficulties; Previous major orthopaedic operation; Flat foot; Fracture, stammering or any other natural disability; Be free from any form of financial embarrassment; Be of good character and must not have been found guilty of any criminal offence; CATERORY A: SUPERINTENDENT CADRE Assistant Superintendent of Immigration II (ASI II) – CONPASS 08 ACADEMIC QUALIFICATION Candidates applying for this position must have obtained a Bachelor’s Degree from a recognized University preferably in the following disciplines: Geography, French/other Foreign Languages, Humanities and other subjects relevant to Migration Management. CATEGORY B: INSPECTORATE CADRE Assistant Inspector of Immigration (AII) – CONPASS 06 ACADEMIC QUALIFICATION Candidates applying for this position must possess any of the following: National Diploma (ND) obtained from a recognized institution. National Certificate of Education (NCE) from a recognized institution; or General Certificate of Education (Advance Level) in two (2) subjects obtained at one sitting or three (3) subjects obtained at two sittings. CATEGORY C: IMMIGRATION ASSISTANT CADRE Immigration Assistant III (IA3) – CONPASS 03 ACADEMIC QUALIFICATION Candidates applying for this position must possess any of the following: West African School Certificate (WASC) or Senior Secondary School Certificate (SSSC) with Credits in not less than three (3) subjects including English and at least passes in two (2) other subjects; or National Examination Council (NECO)/General Certificate of Education (GCE) Ordinary Level with passes in four (4) subjects obtained at one sitting or five (5) subjects obtained at two sittings including English Language. The test was conducted by Dragnet, a firm that specializes in handling recruitment tests for reputable companies in Nigeria like Chevron, Oando and others. The test was conducted between 20th and 24th of April, in different locations across the country including : Bauchi, Port Harcourt, Lagos, Abuja, Abu Zaria and Unec Enugu. The candidates who passed the Computer-Based Aptitude Test were then asked to report to the Service Commands in their various states of origin for physical examination, document verification and oral interview. this also happened between the 5th and 7th of may,2015. The successful candidates were selected based on their total scores, from the Computer-Based Aptitude Test, physical examination, document verification and oral interview within their state of origin, in a way that satisfied provision of Federal Character. We were then asked to report to the various training schools for preliminary documentation and collection of appointment letters on the 25th of May 2015. The Level 3 cadres (Immigration Assistants) reported to Ahoada in Rivers State, the Level 6 cadres (Assistant Inspectors) reported to Orlu in Imo State, while the level 8 cadres ( Assistant Superintendents) reported to Kano. The level 3 candidates (900 in number) and the level 6 (700 in number) were issued appointment letters while the level 8 candidates (400 in number) were given posting letters to their various Service Commands, signed by the Comptroller of Immigration Service (APU), Mr. Oyedeji TV, on behalf of the CGI. It reads: “I am directed to inform you that the above named newly recruited personnel has been posted to your command for attachment and induction with immediate effect, pending when they will be sent for training. 2.The letter of appointment will be sent in due course. 3.Please acknowledge receipt and date which the newly recruited staff reported to duty.” The Assistant Superintendents were not given appointment letter because the Civil Defence, Fire, Immigration and Prison Board (CDFIPB) who are in charge of issues relating to appointment and promotion of officers in the superintendent cadre, refused to issue their appointment letters. All the 2000 candidates were documented and given Service Numbers. It is therefore surprising that the reports we read in the National Dailies excludes the 400 recruited Assistant Superintendent Officers. They reported 1600 instead of 2000 officers that were recruited into the service Mr. President, we want to confidently tell you that the recruitment process was free, fair, open and credible and that the successful candidates are the ones chosen on merit. we are therefore not surprised that perhaps some who could not field their candidates through the back door are aggrieved and wants the recruitment cancelled . Besides, the 2000 recruited officers left their previous jobs because of the security attached with a federal job, places of residence and have undergone three months induction training in their various state commands. They accommodated and fed themselves during this period. They have learnt some nitty-gritty of the job; they were taught among other things, how to strip and assemble fire-arms, the principles of marksmanship, weapon handling and combat mindset. They have been equipped and prepared for the job and are ready for service to their fatherland. They were only waiting to be called to their various training schools before they were dispersed and secretly sent home to avoid public outcry. Your Excellency sir, I cannot forget that phenomenal day, when we all watched with enthusiasm our new president speak to us; where you said among other notable things: "Unemployment, notably youth un-employment features strongly in our Party’s Manifesto" which is to create at least 1million new jobs every year, for the foreseeable future. We are neither APC nor PDP members, we are Nigerian youths and upon this ground we plead you to confirm the appointment of these 2000 recruits, as it would reduce the number of the unemployed. We trust your judgments as we hope to receive it in our favor. Long live the Federal Republic of Nigeria. |
