mars123:Dividend of democracy is a loosely used buzz phrase. Institutional framework for governance should be more than needed dividend. Most organs of governance are beginning to work but some won't be satisfied. They'd rather have one big politician or contractor from their neighbourhood to be awarded government contract which he won't execute but will use the money to buy Christmas rice for widows in the community. Or party supporters to use import waivers to import goods at cheaper cost not caring that local competitors would fold up and send youths into unemployment. Or even for elected officials to hand out cash to youth groups, town unions and hangers on. Dividend of democracy is making things work. Power availability will empower the welder, hair dresser, pure water seller, etc. We don't need to see what the government is doing; we just have to feel it. |
