A1 President Muhammadu Buhari has said that Nigeria’s civil service has a reputation for inefficiency, low productivity and corruption. B1 Buhari, who was represented by the Vice President, Prof. Yemi Osinbajo, stated this on Monday in Abuja at the inauguration of capacity building programmes, tagged “Structured Mandatory Assessment-based Training Programme and Leadership Enhancement and Development Programme”, for public servants. C1 declining due to its inability to articulate a vision and develop the required capacity to implement such vision. D1 Buhari said, “Many, who mourn the decline of the civil service today from its days as ‘primus inter pares’ in the Commonwealth to one which has earned a reputation for inefficiency, low productivity, corruption and insensitivity to the needs of the public, E1 fall into the error of thinking that the problem is a poverty of ideas and capacity on the part of the civil service; whereas, F1 it is the inability to clearly articulate a vision, ensure that the service develops the required capacity to articulate and implement the various components of the vision. G1 “The citizen, regardless of station in life, must be respected by the governing authorities and treated with dignity. H1 “Flowing from these is the imperative that our society must be governed by the rule of law, administered by a trustworthy, fearless, impartial and efficient judiciary”. H2 He described the federal civil servants as the foot soldiers in Nigeria’s march to a great destiny, saying he believed the federal civil service would not fail Nigerians. J2 “An army cannot afford indiscipline, inefficiency or lack of focus, especially because the hopes and aspirations of a whole society rest on your shoulders,” the President said to the civil servants. K1 Buhari said the civil servants must see themselves as servants and facilitators of commerce and entrepreneurship and that they must design policies and remove obstacles to doing business in Nigeria. L1 Buhari said the civil service should provide answers to questions such as “What are the strategic and financial planning initiatives important in a strong private sector led, free market economy but with a robust social protection system for the poor majority? M1 “What are the crucial communications to make to the people in a season requiring sacrifice and perseverance on account of falling revenues or for that matter communicate the position that our anti-corruption, zero tolerance stand, is not merely a moral or ethical stand but a developmental construct that recognises that corruption if not apprehended will destroy all institutions, the economy and eventually our society?” N1 Earlier, the Head of the Civil Service of the Federation, Mr. Danladi Kifasi, said the objective of the programmes was to address capacity and leadership challenges in the service. He noted that the programmes were funded from the training budgets of the ministries, departments and agencies. N2 He said Buhari, in the absence of ministers, had helped to restore the confidence of the civil service by depending on it for support in governing the country. N3 He said the service would support the incumbent administration in its bid to bring about positive change in the country. N4 Kifasi identified effective leadership as one of the challenges facing the civil service. He stated, “The Leadership Enhancement and Development Programme is one of the elements of the new Leadership Development Framework for the Federal Civil Service. “ LEAD-P will help to identify potential leaders at the various levels in the service, nurture developing leaders and enhance the capacity and capability of existing leaders.” “Our decision to restrict foreign training and promote home-grown capacity development is what has made SMAT-P and LEAD-P possible.” “The programmes are funded primarily from the training budgets of the Ministries, Departments and Agencies and delivered mainly by Nigerian Management Development Institutes. The civil service is the main problem with failed government/policies in Nigeria. Extremely dirty and rotten. . I know of a federal perm-sec, retired under Obasanjo who single handedly biult houses for almost every family in his village in kano! Where could a civil servant get the kind of money to prosecute such project if not through corruption? Buhari himself confessed in an interview before the elections that the civil service became a dumping ground for all sorts of characters after 1970. . That should mean after the 'great purge'. . This very civil servants are beyound redemption. I believe they have passed the point of no rrturn. They are the main reason many governments, irrespective of their sound policies fail. Most are not qualified for their roles, and as such lack the skills to implement well thought government policies. . You can imagine a whole perm sec ministry of finance being so audaciously ignorant of the workings of China-EXIM bank loan to Nigeria! Tribal goons, party hirelings and bemused touts recruited/appointed to civil srrvice positions in order to "create jobs for the boys". Merit sacrificed on the alter of federal character and quota system. . No government in this country will survive or succed with this kind of outlandishly inept civil service set-up. .. Since this regimes "body odour" suggests no change in the area of recruiting officials based on ethnic/party solidarity, the only way forward should be the institutionalization of some kind of PMCs (Presidential Monitoring Committees), staffed to the brim with qualified men irrespective of their party and ethnic affliations, then task them with mandate of monitoring government policies based on set policy goals. . More like setting up a new more professional civil service. This group should then report directly to whosoever that is the president . . That way, we can eat our cake and still have it back by maintaining a largely ineffective civil service destroyed by cronnsm while still getting rewards through a more srriously modelled near-parallel organisation. Absolutely spot on here. The civil service is ridden with corruption, indiscipline, inefficiency and waste, and these despicable and limiting habits are a testament to poor leadership. Leaders are supposed to lewd by example, and by leadership I'm NOT limiting it to the president, to politicians and others high up the echelon of power. What happens to a civil service with thousands that came through illegal connection and bribery? Almost all corrupt politicians require the support of the civil servants to loot our treasury. Men come to work simply to earn a salary; nothing more. Civil servants are very lazy, irritable and unproductive. Lateness and lack of self discipline are also responsible. 15 Likes 2 Shares |
