WHEN DID 4500 DOLLARS POSSESSION AS CARRY ON WHEN TRAVELLING BECOME ILLEGAL?

IS A PARTICULAR TRIBE IS NOT BEEN SYSTEMATICALLY SUBJUGATED FOR THERE PERCEIVED 5%?
