Ignorance is really a disease.

The US stopped importation of crude because they were producing enough and even a porting due to the shale oil boom propped up by high oil price. As oil price is plummeting, shale oil production has become non profitable leading to a drastic drop in US production as many shale companies close shop, hence the need for US to begin importing again.
