As to the cost, it is somewhat puzzling, but i suspect the variance could be coming from the fact that much of lagos light rail will run overhead, but i could be wrong if addisababa lightrail too is overhead.

You are right, though the cost will always be inflated as per the 'sad norm' with previous administrations (these are some of the things we expect the new admin to reduce), but we can argue 'compensations' too and 'yada yada yada' . . .

However, the sad part in my opinion is, the time frame!

The work is being implemented using the public and private partnership (PPP) model, whereby the state builds the infrastructure and the private sector provides the rolling stock and management. However, the project has not worked out according to the plan.
The 2011 deadline was missed, even though the State government got a loan to fund the project.
