Well you need a proper National Census and National/State ID scheme for these to work.

As always, this govt has shown us how confused they are.

I beg them, let them forget the Social Security thing at least for now. They should work towards paying Salaries of civil servants on time. Then they should also pay up all outstanding pensioners their pensions up to date. If they can do that and maintain it till Yaradua leaves office, I will at least say he has tried.

kudos to everyone that has commented thus far on how preposterous and laughable this SS scheme is.

na the govt. wey never fit provide basic infrastructures for its citizens we go come trust to successfully implement such a
program?  just like some  posters have stated, how can they maintain accountability when there's no constant supply of
electricity?  

personally, i concur with davidif's sentiment that govt. should have no business trying to pretty much control
individual citizens' lives --wetin dem suppose dey do (i.e. provide basic infrastructure) dem never do am well.    

abeg, this na another mago mago scheme -- yes, it's a scam scheme alright!

I am not so sure I am in support of this. Just because it's done in the west doesn't mean it's working. Social security is crumbling in the U.S. Nigeria doesn't need to copy the social security scheme. Abeg we don't need extra taxes.

aaaaaaaaaaaaaaaaaaaaaaaaaaaaaaah nooooooooooooooooo o abeg , social security is about to bankrupt America in the coming years because the baby boomers are about to retire and Nigerians stupidly want to start there own social security. Why not create a better system where people can work hard and take care of themselves rather than relying on the govt.

Seriously it's not even about the fact that the infrastructure is not stable in Nigeria, it's that social security isn't a good scheme to adopt. The governments job is not to have everyone rely on them for handouts from others paychecks. The government's job is national/regional security, financial regulation, and infrastructure to allow the people to have businesses and support themselves. It isn't the gov'ts job to raise children ppl bring into the world, or to take care of ppl's parents. That is the family structure, and the family structure has dwindled in places where this scheme is adopted. Pls do not bring it to Nigeria.

There's nothing wrong with a safety net for unfortunate people. Social security is a nice scheme if implemented properly.

Empirical evidence shows otherwise. Unless you run a socialist system, the SS scheme is bound to fail in achieving its goals.

The social security act was passed as part of the new deal program and it has failed.
This is not to condemn the entire economic policy involved in the new deal though the relative success of the individual parts are open to debate. 
Even so, the bulk of the policy in the new deal necessitated increased governmental control which are more readily associated with a socialist system.

Studies have shown that FDR's new deal extended the depression and it was WWII that got us out of the depression.

Its a good Idea but the way to protect it is the problem, u know how we Nigerians are, we will corrupt the system. For example somebody using two names, claiming money illegally, making fake ID and papers to claim money and the worst the person in charge will embezzle money.

I don't know why a lot of the responses have been about problems with data collection and monitoring, corruption, etc, instead of highlighting the obvious point and letting this discussion end there. The obvious is Nigeria cannot afford social security. It is not a "good idea" as some have tried to put it. What Nigeria needs is wealth creation. That phrase alone captures so much of what is needed and indirectly sought. Wealth creation which would be boosted by solid infrastructure including power, industrialisation and a good functioning economic environment which includes a supply of capable graduates that come from a functioning educational sector to power jobs, ideas and prospects which would enable Nigerians and Nigeria to compete at the world stage and have its own slice of the global pie. Forgetting about infrastructure for a second, there is simply no wealth in the country to drive such an idea and hence the postulation of such an idea is terrible at best. This is just a ploy to deceive people that the government is actually "brainstorming" ideas when in actuality instead of giving them an "at least they are thinking" pat on the back a slap should be in order for even attempting such a banal insult on the intelligence of the populace. I for one refuse to be deceived by such an insult. How can poor people be charitable? This is like asking a beggar to fund the upkeep of others.

For those who would argue that Nigeria has the money and is wealthy, I beg you to snap out of such an illusion to better wake us up to the reality. A man who has his house in order and still has money to throw around can be considered wealthy, in order words, countries with functioning infrastructure and working sectors like education, transport, etc, and still have money to spare can be considered wealthy. A beggar that has nowhere to go but has 5 million naira in his hands is not wealthy, he simply has more prospects and potential. By the time that money is used to put a roof over his head, get a car, borehole, etc, what money would be left? Unless the government has a genius plan, I find it difficult to see how growth and development can be implemented and sustained while supporting the majority poor, imagine all money the government gets from the only comodity it exports (oil) being used to fund this disaster, talk about funding of eternal poverty. You ask a rich man or one that has money to spare for money, not a beggar that has nothing.

there will be no point arguing or debating on this as nobody is really planning for anything.
social security for unemployed ppl is a secondary issue and as such cannot be treated when primary issues like power, security, good roads and other basic armenities are out of place. a square peg in a round hole.
by the way, who knows how many billions that have been mapped out to cordinate this. look at aboki and social security scheme. fraudulent pdp in their widest dream.

People need access to skills and jobs. real jobs.

There is nothing wrong in working in factories or plants.

Giving unemployed people free money has its disadvantages. They need jobs and skills so they can

escape the poverty. They also need access to capital. PDP government is just blowing hot air again.

Eliminate job discrimination and increase job opportunities and positions. Thats the right way.

many people have made so many contributions on here. first and foremost, there has to be a system put in place. A record system, most importantly a goverment assigned number that will show and identify who is who. now lets take this one step at a time.

if we decide to get a number, this can not be duplicated, yes it's like social security number and it has to be enforced. if you don't have this number, you can't do anything or much really. to open a bank account, to purchase anything major. now this is not going to be easy or perfect, it will have it's ups and downs as it is in developed countries too. once you have a number assigned to you, there will be an administration or office to monitor this thus creating employment. not everyone needs to be working at the bank or so. this will get people (graduates off the raod too).
when this as gotten to a statisfactory level, each person will be taxed. from property, to income. the way the income can be appropriately taxed is for companies to remover before you get paid. if you do own your business, lets say mam put down the raod, she must constantly pay taxes, 1. the shop space, & two, she must pay for income- if she manipulates this, a certain amount may be levied accross the bother in that area. to do business then you have to agree to it. once a track record is generated on income, property taxes, these will be the only ones to have access to the social security benefits, and not opened to all. it's not discrimination becos you don't get what you didn't contribute too.

there can also be a limit on how much is paid out. or a system where what you put in, is what you get. depends. it's doable, but so many things have to go in place, and when they say free, that's just making things worse becos the money has to come from somewhere. this also will have to be not a state thing, but country wide data sharing, database. so if one collects in this state, he/she can't go claim somewhere else. i i'll love to talk to some of these people oneday, and just take them throu some basic baby steps b4 going out and over.

the government cannot do that. they can however make sure the infrastructure is there for ppl who want to own businesses to strive.
it is not up to the government on job creation, it is up to the ppl. the govt can only create govt jobs, and not everyone can do that. the ppl need to own businesses and to do so they need to have a good business plan and stop being greedy, they need to set realistic goals and be hardworking. one can cever get rich easily. it takes hard work. it isn't mostly about becoming rich. if our mindsets were to change and become about being able to take care of our basic needs we will be just fine.

We need to support Nigerian businesses instead of doing imports. In that we only support foregin business and give them the upper hand.

However if we can create our own products and services we will be ok.

For example, we can start making our own cars, using our own financial advisors and accountants, we can start branding ourselves. In all these things, the government has no place.

Well. . .if anyone even for a second 'hopes' or thinks social security can even work in Nigeria, the way Naija is right now, then he can as well tell us pigs now fly!!

I know a lot of you guys here live in countries where the is a social security system. . .and you would not deny that Nigeria has no structure to support anything even remotely close to that as of now. So, except we are depending on our usual "God will make everything possible" or some magic, this can never work. The government 'launching' this nonsense needs to provide and be able to manage the following information / infrastructure:

1. Accurate population of Nigeria
2. Record of names and bio-data
3. Employment statistics that is accessible country wide
4. Stable power for the infrastructure that keeps this information database online
5. Tax information for every Nigerian
6. A clear plan on how it will pay for this initiative
7. Sustainability on the long run (not something to award some shady contract like the National ID card and a subsequent government has no interest or plan in keeping such program)
8. Etc, etc. . .(fill in the gap yourself)

Naija likes to 'feel among' ('copy cat') the countries doing something worthwhile but we don't like to build the foundation that such countries built that makes their societies run so efficiently. Some minister / government official who has just googled his ass off to learn about something being done abroad, slaps together some ridiculous idea and get the Yara man (or Governor) to say accent to it and next is the 'initiative' is being launched!!

Na wa o, Naija never seems to learn as a country!!

With the state Nigeria's currently in, no. I can't see it working.

We're talking about a country where even hard-working people aren't guaranteed a fair wage for their labours, it's not uncommon to find employed people in Nigeria, who are owed 2 moths or more worth of wages.

How then is the unemployed citizen guaranteed social security payments?
And how trustworthy are the bigwigs at the top?
Where people are milked for things that are free (like information) can you see this working?
