There's nothing highhanded about the matter. What is the point of summoning him? Is it a test of humility, obedience or righteousness? Is it a show of power, control,ridicule or frustration? Anyone that reads the news knows already where the buck presently lies. The money to be paid is to be approved by the Senate.
