Nigeria and Mexico approached China for credit facility same amount of $5 billion to rebuild their railway systems (and other infrastructure). They both got the credits.

Look at what each country did with the money -

-The first picture is Nigeria
- Second picture is Mexico
- Third picture is a human being celebrating Nigeria's great train achievement (Give that human being money, and he will sing and dance your song all day long!)

You are only misleading people,Tube trains are not going to be built in a country that don't even have a functioning rail system. You also know that mexico already have the locomotive trains in place already so they don't need it again while in nigeria we need it to decongest heavy trucks plying our roads.I hope you know that tubes don't carry heavy loads?
