Let's be fair here, the article appears to have been written by someone close enough with an axe to grind. First of all, he has been accused of travelling a lot but the truth is that his main job will naturally involve a lot of travelling. Then it is claimed that he plays up his relationship to the VP.... grin..come on let's get real. How can an Awolowo direct scion play up his relationship to an Osinbajo...who has the much bigger name....then it talks about exam results being similar without being clear on what was wrong with that...

In my opinion...this article was written by a disgruntled insider... angry...with an agenda that is dead on arrival. Although I still think the agency is not needed and does nothing tangible.....it should be closed down... angry

You need to read what was said about how the promotions was handled. It has nothing to do with budget ceiling. Besides, if you aren't going to promote them, why conduct promotion exams in the first place??
You must not promote everyone at the same time in any work place as that would create an issue of hierarchy and every org. works within a budget ceiling that must be respected else that organization would fold up.
Once again you can conduct a test for everyone and even if they all passed your test , you can still use the hardest yardstick to ascertain who is due for promotion and who can wait.
You can never run any outfit beyond your budget ceiling, it will backfire.
