With the executive refusal to sign the budget draft passed by the NASS demanding for the breakdown details and the NASS not forwarding the details in anytime soon, Nigeria government will be grounded from 12 midnight today when the 2015 current budget year end. The implication being that no government expenditure of any sort irrespective of who is involve. Such expenditure if carried out by anyone in all the three arms of government will be criminal and illegal and can lead to impeachment and imprisonment. Government officials will either use their personal money to pay for their flight back home and run other official dealings which can also be viewed as conflict of interest and against code of conduct. We are in a precarious situation now. Please let the Executive and NASS resolve this as soon as possible. 2 Likes 1 Share |

This your observation sounds more like some kind of theories we study in school. It does not apply in real life situation. It will not change a thing. Have we ever had budgets' full implementation on approved projects? And what happens to the balance of the fund earmarked and approved? I presume that's according to the Nigerian constitution. But u forget that we haven't been using that in a while now. There's a Buhari Constitution and that's what we've been governed with. Only PMB has the copy to that, not even VP Osinbajo knows what it says. 9 Likes |

This is why I never supported d way PMB stood aloof while people were jostling for leadership position in d house of assembly, he ought to know dat he needed people who would work with him n had no personal agenda or are not over-ambitious, now dis is wat he will have to contend with. fashoo2010: He did not refuse to sign. The senators and ministers had already defied the constitution when they decided to do budget padding. He sent it back and told them to get rid of that budget padding and clarify how much goes to each project. What Buhari want is for the ministers to state exactly what projects they would be doing and how much goes in each project. Not Vague allocations like N6trillion for Industrial works, N50billion for welfare. Welfare of what? Are you building schools? In what state? What industrial works? Are constructing railroads? From where to where? But they do it want to do this so they can have an open avenue to loot. He should not sign. We will be looking at ourselves. hopilo: You are absolutely wrong. Go back and read the 1999 constitution properly, you will see the provisions that allows government to continue to incur expenditure up till June even without the. Appropriation act. Get educated before opening silly threads. Below is an extract of section 82 of the 1999 constitution. 82. If the Appropriation Bill in respect of any financial year has not been passed into law by the beginning of the financial year, the President may authorise the withdrawal of moneys in the Consolidated Revenue Fund of the Federation for the purpose of meeting expenditure necessary to carry on the services of the Government of the Federation for a period not exceeding six months or until the coming into operation of the Appropriation Act, whichever is the earlier 3 Likes |
