The objective of a foreign ministry is to do research, keep home government well informed, care for its citizens and uphold the interests of its nation

It is NOT to sign government to government treaties and deals where the other signatory is a head of state. ( executive or ceremonial) In international diplomacy the principle of parity and reciprocity means heads of states sign with heads of states. After the signature foreign ministers and their respective civil service structures ( and rarely private sector) implement the treaty and deal directives.
