‘A budget that moves domestic spending in Aso Villa from N580m to N1.7bn cannot be a budget of change’


Abuja – Sen. Eyinnaya Abaribe (PDP Abia South) on Wednesday in Abuja, berated the 2016 budget and called on President Muhammaduu Buhari to withdraw it and go back to the drawing board.

Abaribe while making contributions during the consideration of the budget, said the proposal was faulty on many grounds and could not be implemented at it was.

He said that predication of oil benchmark at 38 dollars per barrel when the crude oil price had fallen below 30 dollars per barrel made the budget unrealistic.

Abaribe faulted the government for increasing spending by 30 per cent based on borrowing.

“Mr President, my colleagues, this budget is indeed unique. After the budget presentation, the finance minister has never come to explain the details of the budget as it is normally done.

“It is a budget of change I agree, but it is a change in the wrong direction. I say it is a change in the wrong direction because it says that it is based on zero budgeting requiring all expenses to be fully justified.

“Mr President, a budget that increases spending up to 30 per cent based solely on borrowing, in what way are we justified? That is the question we want to ask the people who brought this budget.

“We know what is going on in the global economy: this budget is predicated on an oil benchmark of 38 dollars per barrel and I can now say that with oil being 28 dollars today, this budget is dead on arrival.

“The job of the opposition is to help the government to get its priorities right, so I want to please urge this government to withdraw this budget and go back to the drawing board,” he said.

The senator also faulted the adjustments made in the budget as well as allocation for spending in the Aso Rock Villa, saying that it was too exorbitant.

He said that the adjustments rather than reduce spending in areas where they were not necessary only spread it into different offices.

“Mr President, a budget that moves domestic spending within Aso Villa from N580 million to N1.7 billion cannot be a budget of change.


“We were told that in the revised budget there was an adjustment due to error, we agree but what has happened is that up to N7 billion were moved from buying vehicles and spread to offices.

“It also increased the spending that is due to renovations within the Villa.

“They are going to renovate the Villa with N3.9 billion: what else do you want to renovate there that Nigerians will see in the Year 2016?” he asked.

However, in his contribution, Sen. Ahmed Lawan (APC Yobe North) blamed the previous administration for the lack of funds due to the embezzlement witnessed in previous governments.

He said that this was the 17th budget he would be debating as a legislator and noted that not more than 40 per cent implementation was achieved in the last 16 years.

“The proposal before us is the first budget where the executive has deemed it necessary to give ordinary Nigerians genuine hope.

“N500 billion allocated for school feeding and social SAFTEY NET is commendable.

“It is time to say oil should not continue to play dominant role as we have suffered economically and politically: it is time to diversify this economy.

“The direction of the executive is the way to go. `That is, we should make every effort to have the real sector-agric mining and manufacturing.

“The budget deserves the support of everyone, including my colleagues on the other side. When we were in the opposition we supported the PDP, they should support us,” he said.

APC, a divided house against itself. No matter what's happening to Saraki now is directly and indirectly having effect (adverse) on our national lives considering the sensitivity of his office as SP.
This is a carelessness of APC as a party, lacking direction and purpose.
Just leaders of the 2 houses of National Assembly APC was unable to install, as democratically as possible.
Now masses are being held to ransom as a result of APC clueless. Many things revolves round National Assembly, it is not an institution you can play with, the way it is being toyed with by APC led administration.
Saraki is an alleged criminal and unfortunate scape goat.

The push by the opposition, All Progressives Congress, APC to dislodge the ruling Peoples Democratic Party, PDP received a boost yesterday as former President Olusegun Obasanjo openly threw his weight behind the APC’s current initiatives.
The APC leadership, comprising some national leaders and governors visited him Obasanjo in Abeokuta, the Ogun State capital on Saturday to solicit the former president’s support for the party in the forthcoming elections.
The party leaders, which started converging on Obasanjo’s Hilltop Mansion around 5:22pm, included former governor of Lagos State, Asiwaju Bola Tinubu, the party’s Interim National Chairman, Bisi Akande; former Head of State, General Muhammadu Buhari; former speaker of the House of Representatives, Aminu Masari; former Borno State governor, Senator Ali Modu-Sheriff; Senator Osita Isunazor; Senator Bukola Saraki and Lai Mohammed.
Governor Murtala Nyako of Adamawa State came to the former president’s house in company with the former Chairman of the Economic and Financial Crimes Commissioin, Mallam Nuhu Ribadu; the former minister of aviation, Femi Fani-Kayode and others in a convoy of three black jeeps.
Other APC governors at the meeting included Rochas Okorocha (Imo), Ibikunle Amosun (Ogun), Abdulfattah Ahmed (Kwara), Rotimi Amaechi (Rivers), Rabiu Kwankwaso (Kano) and Senator Abiola Ajimobi (Oyo).
The Chairman of the New PDP, Kawu Baraje led some of his members and the former Kaduna State Chairman, Yero Makama, to the meeting.
Presenting the party chieftains and the APC governors to Obasanjo during the opening of the meeting, Akande said the party was in support of the former president’s 18-page letter to President Goodluck Jonathan.
The APC National Leader, Tinubu who alluded to Obasanjo’s contribution to the building of the Nigerian nation, lamented that the country was divided more than ever.
Apparently referring to Obasanjo’s recent letter to Jonathan, he enjoined the former president not to shy away from speaking the truth.
Tinubu added that the APC had resolved to rescue Nigeria, appealing to Obasanjo to lead the mission.
“You’ve come out of tribulation and held the highest position in this country. We are here because of your courage. Nobody can say he has information more than you. You have surmounted a number of crises. Nigeria is divided more than before; to realise stable Nigeria, we want to encourage you to continue to speak the truth. We’re resolved and determined to rescue Nigeria. We want you as navigator,” he said.

Forgive you say, while APC may be behind his matter, he is guilty as accused even thou the courts have not said so, Stevie Wonder can see it, it is that glaring.

This is a man who looted the common wealth of Kwara people(not APC), who fraudulently implemented a very unsustainable pension gratuity where many civil servants are yet to see a salary and many pensions have not been paid in years, he then went on to draw both a pension from the state while also collecting bloated salary and benefits from the senate.

Saraki and APC might be washing their dirty linen in public but to absolve the man of any crime is morally wrong and legally so too.


Saraki Pension if claim not to know


Pension for life equivalent to incumbent salary (Incumbent salary would usually be circa 1.7 million monthly as at 2016 April )
1.A total of five cars, two replaceable every three years.
2.Well furnished 5-bedroom duplex
3.Furniture allowances: 300% of salary every two years
4.Five pensionable domestic staff
5.Eight policemen, three SSS operatives, one which must be a female
6.Free medicals for governors and their families
7.30-day annual vacation abroad with 30-day estacodes
8.Car maintenace: 30% of salary
9.Utility: 20% of salary
10.Entertainment: 10% of salary
11.House maintenance: 10% of salaries


Note that the likes of Akpabio and Tinubu are also receiving what is a ridiculous benefit in the same nation where salaries are left unpaid for many months

If d courts what to free economic saboteurs and treasonists into d society, then d govt has a right to play them at their own game. When they where siphoning funds and preaching hate messages, were they observing any rule of law?

Just to educate you, Dasuki was only granted bail by two out of four courts where he's standing trial. So, he is being legally held and tried.
