Import duty waiver is a tool used by govt to improve cross border trade volume and swell local economy. Part of what makes Dubai and China global business hubs today is the low duty regime.
Govts can also bail out private companies and banks with public fund like Obama and Yaradua did.
PMB recently bailed out sates with money from LNG.
PMB also decently granted Dangote tax waivers in return for roads in one of the northern states.
Must we criminalyze every thing?


The question should be if the President had the power to grant waivers.

Mine will be the following

Is there any evidence of some substantial gain to the economy where such waivers were granted?
Why grant so much at a time there is an alarming reduction in the country's revenue profile?

It is not a scam it was a legitimate waiver granted to those companies, everything was done as designed but not as desired.

Those importing cars were told to bring in a certain number of cars for free if they start an assembly plant, so they bought a car disassembled it, shipped it in and reassemble it. With those steps done they started shipping in all vehicles covered by the waiver.

If only the waiver could be made public then we will know the specifics of the deal.

The president has taken it upon itself irrespective of the opinion of the house how duty/tax will be collected, tax rate, import restriction and prohibitions and exclusion to those prohibitions.

No legislative house would have signed off on the exclusive deals Dangote has if the bill states specifically for rice, sugar, and cement importation ban with waivers granted to certain individuals, or doubling of import duties on used cars with waivers granted to certain companies to import.

All these have huge effect on the economy of certain areas, but the president and ministers can do these at will.

Recall that the FG under GEJ had already issued warnings about dwindling inflow of foreign earnings when crude prices declined from $100+ to about $50 / barrel. That saw his economic team implement ingenious policies to cushion the effect on our local economy.
Do you remember the bailout to airlines, development fund for agric and the automotive polices? These were some of the economic stimuli including import waivers to prevent importers from going out of business. Remember most of the items that qualified for waivers were materials needed for manufacturing.
Our reps failed to analysis the impact of the economic activities that followed the waivers on our economy.
Some of those economic management approaches was why we did not have so many industries folding like its happening today. That is why our GDP was conserved. That is why our economy did not shrink in geometric rate.
We should not be in a haste to criminalize any action. I personally salute PMB for striking the road construction deal with Dangote in exchange for tax waivers earlier this month.
