How could a Governor of a state wear a military-combat-type trouser on a black t-shirt to an annual budget presentation? He dressed in casual trouser and shirt too (during 2016 budget presentation). Etiquette rules detest this type of dressing for formal events!

haven't you heard "all animals are equal but some are more equal than the others" he is the chief security of his state, therefore he can put on any uniform he chooses to put on. it is not against the law. however, dressing like this to present a budget to the house is an insult to that office of a governor. every occasion has it dress code. leaders should lead by example. show of gangsterism or bravado does not help anybody. what the people want is good leadership not showmanship.
