To hire a crane (maximum 100k Per day for 20 days ie 2million max for the 20days), buy cement (less than 1000 bags), buy rod (less than 200k per bundle of 152 lengths of 12ft each), buy sand and stone (maximum 5million total), arrange workers (maximum #5million), pay a professional architect, surveyor and supervisor (less than 5 million if he has sense at all), then dig a pool (less than 5million), finishing (like 5 million), furnishing (about 20 million if his taste is terribly high).
