It was easy to send military intervention to an African country to write their wrong. But how about freedom of speech? Isn't there a reason people prefer the fomer administration? How come it was exactly the moment this administration came into power that things started falling apart?

Some people are cursed! Whatever they touch become cursed. What happens to facing and solving the problem of electricity alone? Using all the recovered loot. What about reducing the cost of running the government so that we all can face the problems together?

rules:

1. Publish audited annual financial statements within 9 months of financial year end.

2. Introduction and compliance with the International Public Sector Accounting Standards (IPSAS).
Publish State budget online annually.

3. Publish budget implementation performance report online quarterly.

4. Develop standard IPSAS compliant software to be offered to States for use by State and Local Governments.

5. Set realistic and achievable targets to improve independently generated revenue (from all revenue generating activities of the State in addition to tax collections) and ratio of capital to recurrent expenditure.

6. Implementation of targets Implement a centralized Treasury Single Account (TSA) in each State.

7. Quarterly financial reconciliation meetings between Federal and State Governments to cover VAT, PAYE remittances, refunds on Government projects, Paris Club and other accounts.

8. Share the database of companies within each State with the Federal Inland Revenue Service (FIRS). The objective is to improve VAT and PAYE collection.

9. Introduce a system to allow for the immediate issue of VAT / WHT certificates on payment of invoices.

10. Review all revenue related laws and update of obsolete rates / tariffs.
Set limits on personnel expenditure as a share of total budgeted expenditure.

11. Biometric capture of all States’ Civil Servants will be carried out to eliminate payroll fraud.

12. Establishment of Efficiency Unit.
Federal Government online price guide to be made available for use by States.

13. Introduce a system of Continuous Audit (internal audit).

14. Create a fixed asset and liability register.

15. Consider privatization or concession of suitable State owned enterprises to improve efficiency and management.

16. Establish a Capital Development Fund to ring-fence capital receipts and adopt accounting policies to ensure that capital receipts are strictly applied to capital projects.

17. Domestication of the Fiscal Responsibility Act (FRA).

18. Attainment and maintenance of a credit rating by each State of the Federation.

19. Federal Government to encourage States to access funds from the capital markets for bankable projects through issuance of fast- track Municipal bond guidelines to support smaller issuances and shorter tenures.

20. Full compliance with the FRA and reporting obligations, including;

21. No commercial bank loans to be undertaken by States;

22. Routine submission of updated debt profile report to the DM.

It is a loan. It is not statutory allocation as the governor is trying to make people believe. He must have said that intentionally to whip up sentiment like this that FG is withholding what rightfully belongs to his state. Nothing concerns the Supreme court in this.


Even if he complies, the giver of the loan reserves the right to either give or not.

Osun ogun and Zamfara might have met the criteria because their governor is not fayose who is more interested in media hype than Good governance

I also read up to "6 times" and I saw where it was stated that it's a support loan and not a statutory allocation as claimed by the dog from ekiti. Your interest should be to educate him about it.

Hold your peace jor, have you read Fayose's media aide's reply? He never mentioned anything about the statutory allocation. Fayose deceived the press and you guys that the FG withheld both the January allocation and budget support facility when in actual fact it was only the budget support loan that was withheld due to no compliance by Fayose.

He knows that just stating only the budget support facility will not get the sympathy he is looking for. Most folks apart from guys like you don't take Fayose serious anymore.

You can all join Fayose by heading to the courts for more disgrace. smh

its very unfortunate and quite disgusting the way this country is forcefully fused together. the divisions following ethnic, linguistic, cultural, religious ,traditional and ideological allegiances and sentiments that leaves the average Nigerian with little or no sense of reasonable judgement and humanity or rational and logical inquisition into issues of great state importance is un believable and appalling as well. people judge, conclude and sentence without proper and logical enquiry. so long as it is someone we love or one from our tribe or region, no wrongdoing is questionable and anyone who dares to question becomes an enemy... this goes to show how we ought not be together as a country...

Are you saying that if other States defaulted as well and are paid, Ekiti should be paid too? Because if that's what you're saying, Fayose has a better chance of impeding the allocation to any such states than for that to be used as justification to pay him.

Assuming the other states didn't meet these criteria, how is the person you quoted being hypocritical by confirming the FG's stated reason for not disbursing funds to Ekiti following Fayose's refusal to honour and agreement/terms for disbursement of the loan?
