ABUJA— The Presidency has finally come out with a bumper package aimed at accelerating the return of peace to the troubled Niger Delta region and ensure steady production of oil, Nigeria’s biggest foreign exchange earner, and gas, the badly-needed feedstock for the nation’s power generating plants.

On the cards are the renewal, and re-award of existing oil pipeline protection contracts, possibly to militant leaders; overhaul of the Presidential Amnesty Programme, and the immediate take-off of the controversial National Maritime University, Okerenkoko in Gbaramatu, Delta State.

It was gathered from presidency sources that the Federal Government is considering the vexatious issue of pipeline protection contracts, which were handled by key militant leaders under the previous administration but abruptly terminated when the Buhari administration took over.

However, it was learned that in a bid to ensure peace, the Presidency had already directed the Ministry of Petroleum Resources to look at the protection contracts for the pipelines to ensure that host communities are also incorporated, while ensuring a comprehensive review of existing ones.

A top Presidency official, who is familiar with the roadmap being fine-tuned by the Buhari administration to address the crisis in the Niger Delta, confirmed to Vanguard, last night, necessary directives have been given to the agencies of the administration saddled with the strategic tasks to revamp the Niger Delta and give the people a new lease of life.

According to the official, an implantation planning meeting was held, last week, in the Presidency where several ministers and relevant MDAs started putting draft measures that will ensure the immediate take-off of the programmes aimed at transforming the region.

On the Maritime University, under the comprehensive work plan for the development of the Niger Delta, the Federal Government has activated a process for the smooth take-off of the institution, with the Petroleum Trust Development Fund as the lead agency in the implementation of the plan, another presidency source disclosed.

“In this regard, the Federal Government is considering the release of a substantial take-off grant for the university while awaiting the conclusion of legislation on the establishment of the university by the National Assembly.

The Federal Government is also seeking international collaboration with universities across the world for commencement of academic programmes at the university. “The Presidency has directed the Ministry of Petroleum Resources in conjunction with the Petroleum Trust Development Fund, PTDF and other stakeholders to come up with a proposal for an effective funding model for the university. “

The Presidency has also directed the NDDC to liaise with the relevant agencies and organisations to facilitate the construction of an access road that will pass through Escravos to the university in Gbaramatu community.

Registering of illegal refineries

On modular refineries, unlike in the past when the government attempted to chase away illegal refiners, the source said the administration was considering securing crude for them to refine under certain conditions.

The source said, “The modular refinery initiative of the administration will be private sector led and will entail independent indigenous oil producers working with oil-producing communities to formalize the process of converting illegal refineries in their domains into legal entities that would be run in collaboration with government.

Under the new arrangement, the Federal Government is considering a situation where operators of illegal refineries in the oil-producing communities will legally receive crude oil at reasonable rates for refining while modalities would be worked out for them to register such refineries as legal entities.

According to the presidency source, “Under the new plan, operators of such illegal refineries could become shareholders with additional investments made in their businesses.”

It was learned that the presidency has directed the Ministry of Petroleum Resources, as the anchor of the modular refinery initiative, to work in conjunction with the NDDC and state governments in the region to actualize the goal.

The presidency, it was also gathered, has directed the NDDC to evolve a strategy that would organise all modular refinery operators in the region into co-operatives to enable them access better funding and related support from the relevant organizations.

This deal is okay but I need to see it how it will be executed. Annother university with no real funding in mind yet? Converting illegal refineries to legal ones like the way the government has been talking about doing mines? The pipeline protection seems to be only somewhat stable thing.

I think converting illegal refineries into legal ones sounds cool on paper but do these bootleg operators have what it takes to operate above board? I wonder who in private sector wants to work and invest in these guys as partner. Hopefully the don't have controlling stake. I think this could work well maybe.

The University seems interesting hopefully it funded well and has enough equipment ready. The idea is okay but it's always implementation.

Buhari humility would have saved us all these trouble from the beginning of your administration if you had listened,although I knew where you were coming from, you made up your mind that gej and all his projects were totally bad, that was wrong. Although you tried. Pls legalize locally made gun also monitor the gun makers get them registered we don't need those importation anymore from Russia we can do it, We can produce our arms and ammunition ourselves, but it seems violence is the only language understands by government.

Foolish BUHARI
When he assumed leadership, he thought he can eliminate or enslave the 5%.
He started by dismantling every areas that he thought SE/SS appear relevant and which included the termination of the Pipeline protection contract and the consequences was beyond him. It should be noted that while he terminated the Pipeline protection contract, he rewarded the so called Civilian JTF by recruiting more than 300 of their members into the Nigeria Army.

I think there should be a lasting solution to the problem in Niger Delta. I mean, for how long will the government keep paying them at the expense of development in the region. Each militant earns 65000 per month and get other benefits like scholarship for the ones that are interested in acquiring skills and education.

I subscribe to the Registration of illegal refineries... That way, there would be abundance of crude oil products in the region. That way, some youths would be employed and be put to good use. That way, some militants would drop gun and work legitimately to earn a living like the rest of us do.

I also subscribe to the take off of Maritime University..... It goes a long way to show that the government is actually listening to the yearnings of the people of the region.

Th only one i don't subscribe to is that of pipeline protection. That should be the job of our security operatives. For protection to be effective, the protectors need some kind of defense mechanism and weapon. Are we going to vest such power on these guys again after the havoc they have caused the country so far.

My Opinion though.

Which way Nigeria, all in a bid to have peace and steady flow of oil.

-Pipeline protection is like giving the goat the task of protecting yam. The reason we had those vandalization without recording any arrest is because they 've been given the same task and they knew all the nook and crannies of the pipeline. We are about committing the same mistake for the second time. Why not enroll them for Naval or military training, register them and standardize their duties.

-illegal refineries to convert to legal, Do they really have the technical expertise or have the capital to purchase high standard equipment for a standardize refined products. It would have been better to invite inestors and employ the youths as workers in the local refinery

-Giving all the duties to a corruption ridden entity like NDDC, will they not re-loot all the funds allocated for this projects? the same way they have done in the past purchasing a land with N3 billion and project got to 20% without continuation. And other Niger Delta programs that didnt see the light of the day.

All this are good development but proper planning needs to be in place to check mate their inefficiency. Especially the NDDC needs total overhauling and continuous audit to ensure transparency and development.

Let it not just end in paper. If you can ok illegal refineries turn them to modular ones then you have done something for them cos always destroying them is not the best.

There is nothing NEW here.


1.GEJ pipelines protection policy was formally in place.
2.Maritime University was formally signed into law by GEJ.
3.illegal refinery converting to modular refinery is the dumbest decision a Nigerian Govt ever made since 1960.

why is the illiegal refinery in existences the in first place?...because govt failed to provide the petroluem products at good price.

IF govt dedicate production of 1 of the 3 refineries to service the difficult terrain of the the Niger delta alone there will be no illegal refineries.

if a refinery kerosene is sold at let say N100 per litre and is available in filling station, producing kerosene in the creeks and buying kerosene from road side and store that can explode will be costly than filling station,hence people will not prefer buying from bunkers,where there is no market they die natural death.
But the situation where the product is not available or sell at high price ,people will prefer locally cooked products.


this Pres buhari policy of modularies will turn all the Niger delta communities to refineries.communities who dont do bunkery will start..is just like colonial policy if do it for them let them kill themselves with it.
How do i know?They approval standard refinery of dangote in lagos when Niger Delta is source of materials but approval modularies in the Niger deltans

Buhari blinked first and the militants have the last laugh. Where are all the special advisers to Buhari on Niger Delta on nairaland advising Buhari to wipe militants from the surface of the earth? APC and Buhari gradually coming back to kowtow Yar'adua/Jonathan solution to militantd' problems in the NigerDelta. The world is ruled by compromise not by force and true justice will have to wait until Jesus returns.

Ok. Buhari has finally proven that those who gave him befitting names like "dullapo, dullardeen,etc", actually knew those were the best names to call him. Instead of consulting widely before scrapping and rubbishing all the ideas and policies of the past administration, he came in scrapped virtually almost everything and ran his putrid mouth saying all sort of nonsense and we all felt the consequences. I thought since everything associated with GEJ was bad, the useless thing that calls himself a president, would come up with lofty ideas but no, that wasn't the case. He allowed the economy to fall into recession continuously, allowed the naira to become worthless and fall to a rate never seen before, allowed all sort of chaos in the country, allowed foreign investors to run away/stay away, etc. After allowing everything to go bad, the slowpoke now has decided to go back to all the things he criticized;who is now a bigger fool between this man, and the immediate past president? And to think that some people are rooting for him to continue beyond 2019,is mind boggling. As far as I am concerned, Nigeria doesn't have a president. We just have a ruler. Anybody can rule and be called a ruler/leader(afterall,armed robbers have leaders) but not anybody or everybody can be addressed as a president. Buhari is worse than a mediocre and that's the plain truth.
