I hope that we can get out of this habit of spending money on educating people abroad.

How difficult can it be to build these same structures at home and invite those lecturers or Nigerians to teach these people the same thing in Uyo, Eket or somewhere in AKS?

The ongoing syringe factory in Akwa Ibom state is targeted at manufacturing 400 million syringes yearly.
In line with the policy of Governor Udom Emmanuel’s administration to enhance capacity and manpower development, ten graduates in different engineering programmes from the state have been sent on a technology transfer scheme in Europe.
Emmanuel who announced these during this month’s Government House Prayer meeting at the Latter House Chapel of Government House, said the upcoming engineers departed Friday night for training in Vienna, to specialize in the production of several hospital consumables, one of which is the syringe.
He said so far, the biggest syringe factory in Africa which manufactures 95 million syringes a year is in South Africa and revealed that eight production lines for the Akwa Ibom – located factory had already been shipped and were expected to arrive the state by the second week of next month.
“We have seen something very special in Vienna, where you pick up some engineering youths of between 18 and 53 and make them come up with some engineering designs,” he said, adding that he was going to bond them to discourage anyone from absconding after the programme.
He lamented the slight setbacks recorded in his industrialization programme last year which were a result of the foreign exchange crises, saying, “we planned at N198 and N200 to a dollar, but the dollar went for above N500 and that shortened our plans. Even investors were reluctant to bring money into the economy, but by the special Grace of God, the economy is picking up and most of those things will stabilize.

The governor expressed the belief that with a lot of activities he had scheduled for between now and the third quarter of the year, more employment opportunities will be opened for the people of the state.
The governor urged stakeholders in the state to sensitize their people to support government investments and desist from acts capable of scaring away investors from their respective communities.
“Tell your youths in that there is no way one can make an omelet without breaking the egg, the land they have will remain valueless except we create value from it,” Emmanuel said.
He called on youths to desist from actions that would compel government to use force in executing projects in their areas, warning that he would not hesitate to relocate any project being antagonized, to another area.
He announced that consultants for the Coconut plantation and refinery project were currently in the state to inspect the coconut plantation and advise the government appropriately.
On the hitherto flooded portion of Nsikak Eduok Avenue close to Oron road, the governor said the commercial tricycle operators who usually washed their tricycles in the stagnant water, were disappointed recently after a heavy downpour when they realize that the water was nowhere to be found.
He said while it was expensive to channel the pool of water underground, his government had to make sacrifices that would make the state a choice destination.
Emmanuel stated that the only flood being experienced in the State capital was at the Babangida Avenue axis, and assured that his government was partnering with the World Bank to put an end to the challenge.
The governor, who also reiterated his resolve to remodel Eket and Oron, said the challenges of drainage in the two coastal towns were currently being tackled.

hahahahhaaa, doing something is not about social media news, if you know the debts the former gov left that he has managed to clear despite revenue shortfall unless you want that state to end up like Nigeria.

I don't know which generation will pay up Nigeria's debts, even World Bank cannot give Nigeria loan again because there is no guarantee that Nigeria can pay back.

If you are looking for projects they are going on tho at a slow pace.

Don't expect too many construction projects, for now, the Governor is clearing backlog of loans and economy is not too cool

There is a lot more to building a quality institution of higher education than simply erecting a few structures and inviting foreigners to come and teach in them - and that's even assuming the most qualified foreigners could be enticed to come to Nigeria in the first place (why would they, when they can work in much nicer places, where education is valued for its own sake?).

First you have to deal with the fact that Nigerian universities have been wrecked by the same issues that have weakened everything else run by the Nigerian government - petty and grand thieving of funds, subversion of objective standards of evaluation through demands for bribes (or "payment" through sex), the promotion of the less qualified ahead of their betters in the name of "federal character", or "man know man", etc. All of these things undermine the morale of both teachers and students, and the few remaining who are truly serious about teaching or studying are made to seem like fools through all the nonsense around them. Why work hard when all your mates are getting ahead by paying off their professors or sleeping with them, especially when your employment prospects won't be any better for it when you graduate?

Insisting that students should stay in Nigeria rather than going abroad makes as little sense as insisting that Nigerian expats come back home to work instead of working in America or Europe. No matter how hardworking and talented you may be as an individual, you still need the right environment to achieve your best, and that environment simply doesn't exist in Nigeria - and simply budgeting more money won't be enough to make it exist, not when the negative mindsets and perverse incentives are allowed to remain intact.

Same reason they work at Akwa Ibom Specialist Hospital. They need to invite them too teach so in time local Dr can replace need for expensive expatriates. Unlike USA they get paid extra.

Simply budgeting more money won't be enough to make it exist, not when the negative mindsets and perverse incentives are allowed to remain intact.

Fixing these aren't impossible if the incentives are there. Curruption pays in this society so it continues.

Anyway quota system we can do much about on state level. The man know man can be corrected. They just need to make sure it's Secure Scantron test. The whole sex for grades and bribing professors. They just need zero tolerance on anyone caught. (Can't give better answer)

If being "part of the problem" of the problem is facing facts rather than letting my wishful thinking run away unchecked, then I am happy to be "part of the problem". In my worldview, the first step in facing any problem must be recognizing it for what it is. I see no evidence of that in your breezy proposals for rectifying the problems I've identified; if it were really so easy as listing a few bullet points, why has no one in Nigeria managed it?

Unlike you sitting in your armchair and making vague statements, I've actually spent a lot of time and energy researching and thinking about corruption and how to tackle it, which is why I'm not under the delusion that it's as easy as you (or the likes of Buhari) think the problem is to get rid of. Even if you were made governor tomorrow, and were free to institute policies as you saw fit, how would you monitor the people you ordered to make the changes you desired? Do you really think you'd be able to micromanage everyone under you to prevent them from stealing, demanding bribes or pressuring women to sleep with them? In how many places could you be at once? How could you guarantee that the seemingly "honest" people you brought in tomorrow wouldn't turn into thieves the day after? And if you created a state equivalent of the EFCC, how would you prevent it from itself turning into an organ for seeking bribes? Who watches the watchmen?

I ask all these questions because, contrary to what you might superficially assume, this issue of monitoring those you delegate responsibilities to is a very difficult one, which lots of professionals have spent years thinking about - the technical term used for it is "The Principal-Agent Problem".

Do you really think a world-leading researcher in machine-learning or semiconductor engineering would leave Stanford or MIT to come to Nigeria for 50% or even 100% extra, when they could simply leave for an industry job at Intel, Apple or Google, and make 5 or 10 times their academic salary, while living in a sane, peaceful and comfortable environment? Because that is what you'd be competing against (I know these at first-hand). Researchers at top-tier institutions would rather be around other people of similar standing if they choose to remain in academia, as they want people they can collaborate with, bounce ideas off, etc.

These are all very nice, but how do you get them enforced, even if you're made dictator? As I explained in my other response, there is a serious monitoring issue involved, as you have to delegate some of these tasks to others, but once you do so they'll be free to subvert your intentions, and you can't micromanage them all. How do you fix the systemic incentives to corruption when nearly everyone else in the system doesn't want them fixed? What do you do when the installer of your Scantronic system is bribed to replace it with a hacked version so cheating can continue, or people working for you pay Chinese hackers to do the job for them? What if the state NUT stages a massive walkout and shuts down the entire teaching system until you revoke the anti-cheating measures? What will you tell the parents of all the children forced to stay at home for months meanwhile?

Don't underestimate the creativity of Nigerians when it comes to undermining schemes for making them accountable. You might think my NUT strike example is far-fetched, but it's not that different to what happened when Oshiomhole tried to introduce basic competence tests to ensure Edo state teachers could actually read!
