Suspended Director-General of the National Intelligence Agency (NIA) Ayodele Oke will tomorrow, Monday, face the Yemi Osinbajo panel investigating the N15 billion cash haul in an Ikoyi apartment, Sunday Tribune gathered at the weekend.



The three-man panel, including the National Security Adviser, Major-General Babagana Munguno and the Attorney General of the Federation, Abubakar Malami, is also investigating the N200m contract awarded by the Presidential Initiative for the North East (PINE) to Global Vision Limited involving the equally suspended Secretary to the Government of the Federation, Babachir Lawal.

Last Friday, the panel met with the acting chairman of the Economic and Financial Crimes Commission (EFCC) Ibrahim Magu, for hours at the presidential villa.

The cash, which NIA had reportedly claimed as covert operations fund, was discovered by the anti-graft agency.

Sunday Tribune learnt that one of the visual evidence Oke is likely to table before the panel, is a video-recording of the lodgement of the cash in the said apartment.

The evidence, according to sources in the know, is to prove that the cash wasn’t a slush fund and there was no intention to tamper with it.

A memo to President Muhammadu Buhari after his assumption of office, by Oke, informing him of the existence of the money, would also likely be tendered.

However, there are signals that Oke may answer questions outside the N15 billion discovery and recovery.

It was learnt that an initial probe conducted by the EFCC into the finances of the agency, was indicting of the leadership and officers in the accounts department.

The probe report is believed to be among the documents tendered before the panel on Friday by Magu.

Presidency also gave EFCC the go-ahead to continue with the probe it began on the N15 billion recovery.

Wilson Uwujaren, spokesperson to the commission, refused to confirm or deny if a probe had been conducted into the finances of the agency by EFCC, before the discovery of the cash in Ikoyi, Lagos, especially how many of its contracts were awarded and those they were awarded to.

NIA and EFCC had a rocky relationship before the busting of the cash apartment.

Oke was said to have confirmed the strained relationship with the anti-corruption commission in a leaked memo.

The initial probe by EFCC was reportedly stopped in the interest of “national security.”

It was also learnt that controversial $43. 4billion found in 7B Apartment at the Osborne Tower in Ikoyi, Lagos State was moved into the place in December 2015, Sunday Tribune can authoritatively report.

Sources emphasised that contrary to insinuations in some quarters, the area where the fund was kept was under a 24-surveillance by security operatives.

Though the sources claimed the fund was duly appropriated by the authorities for the NIA, the presidential Committee headed by Osinbajo to investigate the matter was mandated to spread its dragnets beyond the present administration.

It was learnt that committee was now required to beam its searchlight on the operations of the National Petroleum Investment Management Services (NAPIMS) dating back to previous administrations.

The role of some entrenched interests in the corridors of powers was said to have exacerbated the frosty relationship among some security agencies.

However, the authorities are promising not to spare anyone or agency that might have breached due process in the whole matter.

Findings by Sunday Tribune have also showed that the panel had been mandated to summon even private individuals who might be linked to all the allegations against the duo.

An administrative committee set up by the Minister of Justice and Attorney -General of the Federation, had earlier given the suspended SGF a clean bill of health, following his indictment by a Senate committee that probed contracts by PINE.

Both cases have caused a hoopla in many quarters, with some groups and individuals accusing the government of a planned cover-up by shielding its own contrary to its avowed promise of no scared cow in the ongoing fight against corruption.

It was gathered that the three-man panel, which has begun its investigation, was given the power to obtain and scrutinise documents capable of assisting the authorities resolve the riddle surrounding the allegations.

The 3-man panel is mandated to investigate allegations of legal and due process violations made against both men under investigation.

“In the discharge of its work, the panel is expected to invite all relevant officials and private individuals who may be connected to both cases. It will also obtain and scrutinize documents that may throw some light on the issues raised in both cases.

“All its proceedings will however be in closed sessions to avoid speculations, allow for full disclosure and enhance the pace of proceedings.

“The panel which is expected to submit its report to the President at the expiration of the 14-day deadline, will conduct it’s work with utmost diligence and without fear or favour,” the informed sources told Sunday Tribune.

With the way things are going, this guy is never going to smell the inside of a jail cell. If care is not taken self, they might even return the money to him.

but if this money truely belongs to NIA I don't think this probe is necessary. for the interest of the nations security this agency should remain as secret as they can and font deserve this public and media spotlight. this magu is over zealous and shouldn't be tampering with delicate matters of this magnitude. these probes can expose the field agents and ghosts of the agency who should have remained covet for their protection and that of their families. magu should be removed for this national disaster.

The management and board of Nigeria”s foremost bank, First Bank, have a lot of explanation to do to the Nigerian and global audience particularly their customers over alleged underground financial recklessness going on in the bank in which top management and board members have been fingered as masterminds.

The full details of the dealings contained in a petition by a human rights group obtained by thegazellenews.com revealed that about N50 billion was involved in the spurious loan deals which revolves around the top management and board members of the bank.
The petition, by the Social and Economic Rights Derivatives Centre, thegazellenews.com can revealed, has been forwarded to various agencies, institutions and top government officials in the banking sector for action and investigation.

The petition signed by the Executive Director of the group, Comrade John Eyinayya and dated April 12, 2017, has been forwarded to the following:
The Economic and Financial Crimes Commission (EFCC)
The Governor of the Central Bank of Nigeria (CBN)
The President of the Senate,.Senator Bukola Saraki
The Speaker of the House of Representatives, Rt. Hon. Yakubu Dogara
The Chairman of the Senate Committee on Banking, Insurance and other Financial Institutions, Senator Rafiu Adebayo Ibraheem
The Chairman of the Presidential Committee on Corruption, Professor Itse Sagay.

A copy of the petition currently in possession of thegazellenews.com, the Social and Economic Rights Derivatives Centre is asking the aforementioned bodies to investigate the Chairman of the FBN Holdings Plc, Mr Ayoola Oba Otudeko; former Group Managing Director of the bank, Dr Bisi Onasanya; and former Chairman of First Bank, Prince Ajibola Afonja over alleged “financial recklesness and dangerous insider deals”.
In the petition, the human rights group wants the Group Chairman of the FBN Holdings Plc, Mr Ayoola Oba Otudeko investigated alongside with the management of First Bank for allegedly collecting N29 billion from the bank through FBN Trustees and having the said loan curiously and dubiously written off without the knowledge and consent of the bank’s shareholders.
Thegazellenews.com also gathered through the petition that Otudeko also took a N9 billion Sun Trust credit line from First Bank without following due process.

It was also alleged that an unspecified huge billions of naira was allegedly siphoned from the bank through a company named Sinod Petroleum while the sums of N4.82 billion and N4.7 billion were suspiciously and dubiously released to Broadwaters Resources Limited and Nujutek Nigeria Limited respectively without due process. In her internal audit report, the Client Audit Executive of the bank, Uduak N. Udoh, submitted thus:
“The term loan of N4.7 billion approved in August 2015 but disbursed to Nujutek Nigeria Limited in October 2105 purportedly to commence Terminal Shipping Operations and Logistics was packaged and approved without proper credit analysis and due process.
“The facility was purposefully arranged to pay down the facility of N4.82 billion, packaged in the name of Broadwaters Resources Limited in February 2015.

The approval process and grid for this earlier loan was also intentionally circumvented by top management staff of the bank”.
Apart from Otudeko, other top former and current staff fingered in the huge loan scam are:
Bisi Onasanya, former GMD/CEO with staff number 013946
Abiodun Odubola, former Executive Director of the bank with staff number 023687
Cecilia Majekodunmi, ex-General Manager with staff number 007240
Omolade O Olawore, former Deputy General Manager and ex-Head, Credit Risk Management Department with staff number 019379
Olayemi O Agboola, Deputy Manager, Credit Analysis and Processing Department with staff number 019368
Nwanguma Olufunmilayo, Assistant General Manager and former Group Head, CBMG, Lagos Island with staff number 026562
Nduka U Dike, Manager who is the Business Manager of CBMG, Marina Lagos with staff number 025515 and
Idode Stephen Ikhazuagbe, Relationship Manager, CBMG, Marina Lagos with staff number 026536.

The petitioners viewed the underground financial dealings going on in First Bank as a big threat to the development and growth of the nation’s economy hence the need d it to be properly investigated with perpetrators made to face the wrath of the law.

The committee is simply to cover up buhari's incompetence and cluelessness not knowing about such covert operation. Equally, to do damage control on the inter agencies frostiness. It is anyway, a boomerang on this yeye govt of deceit and lies!

Magu was simply doing his job by sniffing out moneys illegally stashed in various places; the NIA should have done a better job in concealing the cash. You cant blame the EfCC for efficiently doing its job.
