Mantu actually said it when he was trying to prove to Ohiria( hope I got it right), that alliance with any of the big tribe has not yielded much dividend for the middle belt. The original indigenization decree set down two categories of foreign businesses for Nigerian participation. The second category contained 33 businesses and they were to be 40 percent Nigerian owned. Among them were department stores, real estate agencys, shipping and numerous manufacturing industries. Many businesses, especially those requiring foreign expertise, were not included in either category.

According to the board's report, 950 businesses fell under the decree, and only one third of them had fully complied by June 1975, more than one year after the deadline date. Many Nigerian investors in the mid 1970's including many Easterners, Northerners including the Dantata's, Dangote benefited from this policy by not having to compete with Americans, Europeans, Lebanese and Indians in the above listed businesses reserved for only Nigerians. Some even made their money by simply fronting for foreigners without putting any money down.

Why make it look like the policy it happened just a few months after the civil war, or like Awolowo personally supervised implementation of the policy? Why use lies and falsehood to advance hatred of a man who died 30 years ago? The same people who bandy this story about will never say the same Awolowo saved the allocations due to the state under rebellion and handed it over after the surrender of rebel forces.
