Decree 34 was never implemented because 5 days after he proposed Decree 34,the Araba riots started in the North and thousands of Easterners were killed from 29 May to 4 June 1966.

It was during his consultation with the regions to sell the Decree 34 to the rest of Nigeria that he was killed in Ibadan some weeks later on 29 July 1966.

The regions remained for over ten months after his death and up till 27 May 1967 when Gowon abolished the regions and replaced it with 12 states.

Possibly add Ilorin and Kabba province to the western region. That way he would have compensated the western region for the the loss of the Midwest region. In the same vain, the minority agitations in the north would have been assuaged by creating 2 new states for the northern minorities.

That way He would have positioned himself favorably. Each regional governor would be protected by Soldiers from that particular region.

Exactly Ironsi undoing however not all key positions had people of Igbo extraction even the North and West were compensated but he opted for merit based style to appoint positions rather than the faulty quote based system the Northerners were used to. ZKOSOSO, I feel you
