What remains now to have Peace and Love amongst the States is to PREPARE NATIONAL AND STATES BUDGETS THE U.S WAY.
The Framework for preparing Federal Budget in the U.S is an Act of Congress. Whenever the Federal Budget is to be prepared, The Congress submits The Framework to The President and Mr. President just fills in his EXPENDITURE ONLY REQUIREMENTS according to the guidelines of the Framework.
The U.S Federal Budget is not concerned with EARNINGS AND TAXATIONS.
State Governments do these and agree on proportional financing of Presidencial Expenditure Budget.
