....especially when you know the budget is padded with bloated figures of corruption and stealing!

Why is no one asking why we are in recession despite budgets as follows:

2015 - N4.5 trillion
2015 - N2.1 trillion supplementary requested / N575 billion approved
2016 - N6.06 trillion
2017 - N7.3 trillion

But the picture is not clear for us to see his eyes if they are shut. It may just be that he is resting his shin on his arm and watching proceedings. Every other persons can be assumed as sleeping cos their eyes aren't visible.
