Don't blame Fashola for all the stupidity, politics, tribalism, corruption and incompetence at the national level, hey succeeded in Lagos State because the house of assembly in Lagos did not deny him funds, they did not delay his budgets till the end of the year, they did not slash his budgets for stupid reasons like they do at the national level because they are all lagosians and they have the same positive attitude I terms of progress and development of their State, he did not have to deal with national politics, tribalism, bigotry and stupidity at the national level by useless politicians with different agendas from other parts of Nigerian.

Adeosun made the statement in September which is what I obviously referred to...

so what's your headache?

all these jumping jacks that keep butting in discussions they have no idea of...
Your assertion was that Fashola was lying because Adeosun said money was released to him.

This is what you said
"the lying liar has forgotten that Adeosun said N90b was released to his ministry in September 2017."

You called him a liar when he didn't lie.

Another uninformed critique of Buhari seeking likes desperately from fellow ignoramus. So it is the executive that passes budget? Please educate yourself self first on basic matters of understanding the roles of the executive and legislative rather than disgracefully showcasing your ignorance. cool

The legislative don't just pass budget but make sure it is visible. Nigeria case is dat d executive just bring unrealistic paper called budget and d legislative will now be fishing out d loop holes in d budget making it look like d legislative are delaying in passing d budget.

This is IMO.

Do they do procurement formalities, tax ID check and contract terms for old projects that have gone through the same process before the contracts were awarded in the first place?

Obviously, the man was talking about new capital projects, this is common sense, read, comprehend and use your brain sometimes before the embarrassing yourself on the internet.

And even if you are talking about no old capital projects in general, you are still wrong because Lagos Ibadan Express is a capital project and it is ongoing like many all over Nigeria.

Stop arguing like a baby.

Another totally aimless fellow from their stable is here with baseless logic.

So Mr Adult Procurement Officer, tell us how it is done in your ministry.

Old projects don't need any form of documentation before they are paid for, huh?

No procurement formalities are needed, no assessment of the job done, no performance benchmarking, nothing?

Once you hear procurement formalities, you just use "common sense" to assume it must be for new projects.

Also tell us...

What was the performance level of capital projects in 2016?

How many of the capital projects in 2016 budget were new?

Did the Lagos-Ibadan expressway project start with 2016 budget?

How many of the project in 2017 is a new capital project and not a continuation of the previous budget's votes?

The question is why did your ministry record zero performance in the capital projects in 2017.

Doesn't it occur to you that Fashola was beating about the bush with his procurement formalities, tax identity mumbo jumbo.

The senators he was addressing were not so carried away by empty rhetorics like you.

Their next question showed just that.

The report says Fashola was unable to answer.

A member of the committee , Senator Barnabas Gemade had asked why the ministry (Works ) had zero performance of capital projects in 2017.

The minister , however , blamed it on the late passage of the 2017 budget .

Fashola said , “ The 2017 budget was passed in June. The procurement law requires a procurement plan which took till September. In following this law, the first release was in August. Most of the projects were going through procurement formalities such as tax identity , contract terms , even construction companies went on holidays . So , there were so many things.”

Chairman of the committee , Senator Kabiru Gaya , then asked about the amount of projects that were not procured in 2017 since there was a rollover of projects from 2016.

Fashola was unable to respond to the question , stating that even the Director of Planning in the ministry could not give a definite answer. He , however , pleaded with the committee to bring a detailed report later .

Fashola said the country could not finance new projects every year due to its enormous nature.

The minister stated right there in the original article why there are no new projects, emphasis on the word NEW. All FG projects via works ministry are capital projects so you are still not making any sense.

Again, if you are still insisting that the minister was talking about old or existing capital projects, Lagos Ibadan express is a CAPITAL PROJECT and it is still ongoing..

Budgets are not approved in January or at the beginning of the year, they are debated and and politics, tribalism and incompetence across the board delays budgets.

This was nothing to do with the finance minister, you should be asking the house if assembly because it is not fashola's job or the job of the finance minister to pass budgets and make funds available for use. If budgets are not passed till the end of the years, then fashola can not so anything and the finance minister can not release any money.

1. No new capital projects started in 2017 based on the reasons the minister sited.

2. Ongoing capital projects have already been paid for, so there's no reason to turn around and pay all over again in. Or do you actually think the FG pay contractors for the same work done every year because the projects are ongoing into the next year?

19.02.2017

Babatunde Fashola, the Minister of Power, Works and Housing, has said scarcity of fund is not the major challenge to the completion of ongoing Federal Government’s road projects.
Fashola spoke to reporters on Saturday in Port Harcourt after an inspection tour of ongoing road projects in the South-South zone.

“There is no problem of paucity of fund on this road again; this road is now a function of man hours.

“If you have all the money needed to construct this road, you would not finish it today.

“So let us understand that these roads are built long and wide, and so will take years to be completed because roads are connecting several states.

“As we are building, it will get better but funding is not going to be a problem on this road again because we make sure that the contractor are paid,” he said.

3. That was back in feb 2017, meaning the project was paid for already before 2017 so why pay again in 2017

4. They don't have to pay for any project in 2017 because they've been paid for with 2016 budget and nothing was started in 2017 because the budget was approved almost at the end of 2017.

Let me help you out,

Since the 2018 budget hasn't been signed, Nigeria is still officially in the 2017 budget cycle.
Money released for a particular year would stay with the Ministry/MDA till the end of the budget cycle before it can be returned or in most times be rolled over.
