Inbreeding or inter familial marriage is the act of mating closely related individuals, It is frowned upon by most cultures and the greater number of the society at large, it is considered as incest and a criminal offense in some contries like the USA India, China, though its acceptable in few cultures and religion especially in africa, its limited to cousins and extended family but not allowed when both parties share each or both parents, like a marriage between half siblings or actual siblings,

The Bible did not condemn getting married to a close relative at first because at first humans were of stable genetic construction, the risk of offsprings of such union having genetic defects due to incest was zero, and it was for the purpose of populating the earth, they mostly happened on God's consent like that of cain and his sister( obviously theres no one else to marry and its necessary for the continuation of the human race)

But today, marriage to a close relation(grandchild, parents, half siblings, uncle, aunt, siblings, cousins) is prohibited in the bible and in several countries,
God forbade marriage between those who were closely related in (lev 18.30) to avoid the degeneration of offspring.

Due to the actions of Prophet Muhammad and the Rightly-Guided Caliphs, marriage between cousins is explicitly allowed and even encouraged in Islam. The Qur'an itself does not discourage or forbid this practice in any way. In fact it implicitly allows it, as seen in chapter 4 verse 23:

When we mate with someone with a completely different gene pool, our chance of passing on recessive genes is only 50 percent. Many times, those genes remain dormant, but when people who share a large number of genes breed, the chance of passing on conditions known as autosomal recessive disorders—conditions that are inherited through recessive genes, including cystic fibrosis, sickle cell anemia, and albinism increases significantly.
Heres a simple explanation, the male might have a gene for a rare genetic defect but he's not affected physically, that means the gene is recessive in him, hence he's just a carrier, close relatives might also have the gene in dominant or recessive form, when the male and female have a child, the child will have a grave form of such mutation because both parents are carriers.
