Other Weastern countries made it available to ladies above 18 or 21but in Nigeria and some African countries, it is only available for married women, i am not championing pre marital sex though, but in other curb unwanted pregnancies and abortions, there should be a rule on this, we've seen cases of innocent babies dumped on the road, gutters, dumpsters etc,

No matter how much we preach against it there will always be pre marital sex, so birth control pills is another advantageous way(the effective ones) to saves lives and overpopulation too.
