Citizens on Patrol keep eyes and ears on the street

They don’t carry guns or apprehend suspects, but the 33 members of Troy Citizens on Patrol are putting a real dent in crime, police say.

Graduates of the Troy Citizens Police Academy, an eight-week program that explores all facets of police work, can join the Troy Citizens on Patrol after they complete about two hours of additional training, explained Troy police officer Janice Pokley, who coordinates the program, which began in 2011.

Those who attend the Troy Citizens Police Academy must successfully pass a background check.

“We already know these people,” Pokley said of the volunteers.

“Some volunteers do two hours a month, some do 20,” Pokley said. “We suggest five hours a month.”

Volunteers use their own vehicles and are given magnetic stickers to place on their vehicles while they are on patrol.

“We advise them on areas where crimes have occurred, descriptions of suspect vehicles and suspects,” Pokley said. “If they see anything, they call it in and report it. They’re extra eyes and ears on the street. We really feel they deter things.”

She noted that they patrol city parks and have seen young people disperse when they see the COPs.

“Residents like it,” Pokley said. “They (volunteers) go through the neighborhood, and the residents feel a sense of security.”

COPs also help in the front lobby of Troy Police Headquarters. They pitch in for the Troy police open house, the Police Memorial Day and Shop With a Cop, where police shop for Christmas gifts with disadvantaged youth.

COPs assisted in the Patrick Mikes Sr. murder investigation and went to Montrose County in August 2012 to help police search a cornfield for the body of the victim.

“We walked in the cornfields and looked in ditches,” said Conrad Kruzman, a retired school principal who has volunteered with COPs since it started. “We were very flattered to be asked to do that.”

He said he patrols from 14 Mile to Square Lake and Dequindre to Rochester two to three hours each week, 52 weeks a year. He also keeps an eye on Athens High School.

“I’ve been doing this for so many years that I know what looks suspicious. If I go through a neighborhood and see people walking in between houses, they’d better be wearing a badge. If I see people parked in a no parking zone or burning leaves, I report it. Our prime directive is to observe and report.

“They (police) encourage us to patrol with our windows down so we can hear what’s going on, like a loud party or drag racing,” Kruzman said.

Kruzman said he really feels like he is part of a team as a COP volunteer. He said the police arrive within two to three minutes of him calling in an incident.

COP volunteer John Avery was a member of the first Troy Police Academy.

“We are free to pick our own patrol areas, but a lot of us tend to patrol in areas near to our homes,” he said in an email. “Besides driving the main roads, most of us swing through the schools, parks, church lots, business lots, etc. Many times, the Troy Police Department will email a notice that some type of crime has been occurring in a certain area of the city and ask us to spend some patrol time in those areas.”

“As far as my favorite part of our duties, I would say that as a longtime Troy resident, having the opportunity to assist our Police Department in some ways is a great motivating factor,” he said. “The group of COP volunteers are a good group to work with, and all of us have the same goal of trying to help our Police Department continue to keep Troy one of the safest cities in the country.”

He said the program allows them to feel like they are a small part of the Police Department.

“This was a big factor in my participation. My grandfather was a part of the Detroit Police Department, my father was a Royal Oak Police officer and my youngest brother was a 29-year veteran of the Troy Police Department. After I retired from General Motors Design Center, I was looking for some volunteer opportunities, and when the COPs program came along, it made it possible for me to continue in a small way our family legacy of police work.”

The Troy police will offer the next Troy Citizens Police Academy in the fall of 2015.

Homosexuality Is Hindering Nigeria’s Progress – Primate Okoh.The Primate of the Church of Nigeria (Anglican Communion), Nicholas Okoh, says homosexuality is hindering the nation’s progress by “veritably poisoning” the society.

The News Agency of Nigeria reports that Okoh made the comment in an interview in Abuja, on Tuesday.

According to him, homosexuality is an “unlawful act fed by the disintegration of social values and cultures” that should be discouraged in the interest of future generations.

He said western culture had influenced the practice in Nigeria through internet and satellite broadcasting. “Homosexuality hinders the progress of a nation and such ungodly images should never be shown in Nigeria,” he said.

“It is pertinent to note that the advent of satellite broadcasting has continued to pose a serious challenge to our traditional cultures, religious values and our identity as a people.

Our youths are now being deceived by the international media with values that are at variance with our culture and the teachings of our religion. What is happening in the Nigerian society is a result of international influence and urbanization.

As people move from villages to the cities, they are detached from their ancestral authority, parents, chiefs, and others. Anti-social behaviors that used to be tackled are no longer tackled all because of modernization; essentially, people are destroying themselves,” he added.

A founding leader of a New Mexico-based religious cult that called itself “God’s Army” and whose members wore military fatigues was sentenced to 72 years in prison on Wednesday for multiple crimes against children, PEOPLE confirms.

Deborah Green, 71, was one of the founding members of the Aggressive Christianity Missions Training Corps and went by “General” to the group’s followers. She was convicted Tuesday on three counts of child rape, two counts of kidnapping and one count of child abuse, a law enforcement official tells PEOPLE.

The gaunt Green, who has been waging hunger strikes behind bars, sat and listened as a woman — kidnapped from Uganda by Green in the 1990s as a child and subjected to physical and sexual torture for more than a decade — spoke about the lifelong toll the abuse took on her.

“Emotionally, she broke me as a child to the point where I still today struggle with my own self-confidence, my self-esteem, my sense of worth,” the victim told the judge, according to the official.

The victim said she has endured 11 surgical procedures to mend bones she claimed Green helped break.

“I’m reminded of how much I have to fight myself every day to not be sunken down into that low place again,” the victim said.

For decades, Green and her husband, James Green, reigned over the New Mexico-based religious sect they co-founded. Former member Julie Gudino previously told PEOPLE they controlled the lives of their dozens of followers and imposed harsh punishments on members who disappointed them.

Before Deborah Green’s trial, both Greens had been behind bars for more than a year, awaiting trial. James Green’s trial is set to begin in November. He faces charges of kidnapping, child abuse and tampering with evidence.

The cult was the subject of an episode of People Magazine Investigates: Cults, which aired in July.

Nine alleged members of the cult were arrested during an early-morning raid on their compound outside Gallup in mid-August 2017. The Greens’ 55-year-old son-in-law, Peter Green, faces 100 counts of criminal sexual penetration of a child.

‘A Weaker Person Would Not Have Survived,’ Judge Tells Survivor

District Court Judge James Sanchez could have sentenced Green to 108 years, but instead gave her 72 years.

Sanchez spoke directly to the woman Green had kidnapped during the 1990s from Uganda, offering words of support.

“A weaker person would not have survived,” Sanchez told the victim, the source says. “That means you can continue on being strong.”

The Aggressive Christianity Missions Training Corps began as a peace-promoting commune in the 1980s, but quickly escalated into a militaristic Christian fringe group, according to allegations from former members and law enforcement.

Almost overnight, the Greens’ followers went from wearing their own clothing to donning military fatigues and berets. Members were cut off from their families and barred from watching television or reading newspapers. Children did not receive proper medical care and were deprived of a formal education, authorities say.

For years, investigators could only speculate as to what was happening on the compound.

That changed in 2017 when a man named Bill Miller, excommunicated from the group years earlier, came forward with concerns about his 12-year-old son, Enoch, who he had been unable to contact and wanted to report as missing.

Police raided the reclusive ministry’s concrete-walled compound in Fence Lake looking for Enoch, but instead found his grave — as well as evidence of multiple serious crimes.
