Among other things, Buhari’s federal government (which still own 40% of each DISCO) has not met its own part of the performance agreement and has not injected its own share of equity funding to enable the DISCOs rehabilitate and expand facilities. In addition, until the government regulator agrees to cost-reflective tariffs (currently held to about an average of N31.26 kw/h while generation costs N80 kw/h) the DISCOs will always make losses and will never have attractive enough balance sheets to borrow from banks and debt-finance rehabilitation and expansion. Not to mention that in a country of an estimated nearly 200 million citizens there are just about 6 million registered customers inherited from PHCN records, while the military, police and MDAs continue to default on their electricity bills.

The government in place today (all THREE branches of them - executive, legislature and judiciary) continues in full force until a new administration or new office holders are sworn-in. Furthermore, when the new NASS is sworn-in, the members would need some time to get up to speed and would likely have to reconsider existing bills de novo resulting in even more delays. Dude, go read the ESRA 2005, instead of relying on free-for-all Wiki ‘sources’ - although even Wiki was not looney enough to state that a new “hasty sales agreement” was used for the 2013 privatization (which btw was supervised by the World Bank, for whatever that is worth). The ESRA 2005 is the definitive roadmap for the privatization of NEPA (PHCN) assets, with a principal role in the process granted to the NCP.

To start with, the DISCOs owe Nigerian Bulk Electricity Trading Plc (NBET) and Market Operator debts exceeding N536 billion and regardless of any agreement with the FG, the DISCOS can not survive or deliver any kind of meaningful service.

The Jonathan and the crooks involved designed FG subsidies into the privatization agreement to favor the DISCOs, it's called double dipping. Oil marketers are gaming us with subsidies, DISCOs are also gaming us with their own subsidies. They are all National parasites.

It doesn't matter what the FG is paying or not paying, they can not survive or deliver credible products and services because they not only lack the financial capacity to do so, they also lack managerial and operational skills needed to grow their operations.

What's so private about an agreement that saddled the FG for nearly half of the DISCOs and FG subsidies? There's nothing private about privatization because the FG is still involved and on the hook for for hundreds of billions, even trillions forever.

Please note that bills are never rushed to the president's desk for assent. The president knows what happens in the national assembly minute by minute. He has Ita Enang a former senator as his laison officer there.

It takes a lot of work to come up with those bills. If your senator sleeps in the office you complain of his laziness. But is it not worrisome that 26 bills have been refused assent by the president? Has he made himself a headmaster to the national assembly? At that rate how can this country move forward. We have not heard how after being return to the national assembly for amemdment the president eventually signed.

See two years ago on returning from one of his several medical trips the president told us how slow he is with his decision making process. That is what we are presently experiencing. With his personal issues and clearly his recent signs of memory loss certainly will affect his work rate. Do you honestly think he is able to govern?

Next if Jonathan signed the sale of PHCN with all the clauses inserted, we'd probably still be in the same situation today. The reason clearly is that corruption has taken over everywhere. The politicians want everything to themselves only. What happened to other public assets sold before Jonathan? Have you forgotten that the greedy politicians buy them for pittances, sell off the properties, make huge profits and abandon them.

The president needs to sign bills in good time to enable this country move forward. We do not want to move to the NEXT LEVEL. From what we experienced after the failed change please let us think about moving forward.

See the truth is that corruption, greed and insensitivity is a major issue in this country. The assets are bought up by them whether fully or partially privatized. They are the ones that lose their stolen monies invested there. Until corruption is dealt with completely this country will remain where it is.

Have you ever wondered who and who own the Gencos and Discos? They are owned by the same people that we fight ourselves to vote for.

The agreememt was carefully crafted to make government shoulder most of the responsibilities while they simply smile to the bank. The reverse is the case now as they are heavily indebted to the banks. Very soon estimated billing will become complete history and let's see how they move.

I realize that this might be a difficult concept for rent-seekers to grasp, but since the government retains 40% of the equity of the “privatized” DISCOs, of course it should be responsible for 40% of capex. Furthermore, the Share Purchase Agreement between the government and the investors provides for specific obligations on the part of each of the parties but the government has consistently failed to meet its obligations - not surprising in a country where governments consistently fail to respect contracts, to applause from an often ill-informed chattering class.

Nonetheless, ironic that the government keeps bragging how much more electricity is now being produced under the “scam” regime! grin

Meanwhile, it is very easy to find out who the owners of the GENCOs and DISCOs are, This is not secret information, and can easily be gotten from BPE, CAC or NERC, among other agencies/sources. Nigerians love silly conspiracy theories, as if the wealthy did not purchase these assets (which btw turned out in most cases to be much worse than the government portrayed them - just ask North-South Power about the state of Kainji), you were going to purchase them and make the massive investments necessary to rehabilitate and expand these facilities.
