How does stepping down help? We should be calling on The Police to arrest and prosecute him.

The only reason people say 'step down' is because stepping down is the worst possible punishment that can be meted out on a public office holder in Nigeria. For a 'big man' in Nigeria, every other punishment you can think about will certainly not happen.
