I read somewhere that “every great accomplishment begins with a dream, a vision that motivates us to shape our thoughts into a powerful reality;” Thus when Governor of Anambra State, Chief Willie Obiano envisioned the state’s agricultural revolution with rice production at the fore-front, many a pessimist, waved it off. Today, the Anambra Rice brand is a well-known staple and one of the most sought after rice in Nigeria.

It took a vision embedded in agriculture - one of the 4-Pillars of the Obiano Economic blueprint and galvanization of strong private sector collaboration in 2015 to make the dream a reality. Thus from 80,000 metric tonnes cultivated by out growers across Anambra rice belts in eight LGAs including Ayamelum, Anambra East, Anambra West, Ogbaru, Awka North, Orumba South, Orumba North and Ihiala; the state’s consumption needs of 300,000 metric tonnes has been met and surpassed. As at 2018, Anambra is assured of over 345,280.58mt of rice paddy.

With the right government policies, improved mechanization, donor support etc, the Anambra rice farmers have further increased their average yield with the big farms automating their rice processing. Currently, there are eight rice processing companies with capacity for over 849 tons per day. They include; Stine Industries 440, Coscharis 40, Joseph Agro (JOSAN) 60, Joseph Agro (Umumbo) 219, Udoka Mill, 45, Wisdom Mill, 45, Wisdom mill 45, and RIFAN Mill 40 with others in the pipeline.

As governor Obiano commissions, the Coscharis modern rice Mill at Igbariam, it is worth remembering that it took one man’s dream, and commitment to the vision with a sustainable public-private sector initiative in place, to set in motion these chain of actions that has changed the narrative of rice production in State Anambra for good - from next to nothing to making major contributions to the growth of the State GDP. It is indeed another promise kept.

Josan Rice mill biggest rice mill

Anambra state is now counting the gains associated with the resuscitation and expansion of a moribund rice mill, under the Public Private Partnership, PPP venture.
The mill was established in the state by the Federal Government as a federal project at Umumbo community in Ayamelum Local Government Area of the state, as far back as 1997.
Formerly known as Omor Rice Mill, the project which was established in collaboration with the World Bank and the Old Anambra State Government before it was abandoned, was, however, handed over to Anambra State Government in 2010 by the Federal Government and it later went into PPP agreement with an agro-based investor, Josan, to ensure its resuscitation, expansion and full capacity utilisation.
All efforts by successive federal and state governments, since that 1997 to rehabilitate the vandalised and abandoned giant mill proved abortive until the advent of Governor Willie Obiano administration which contracted Josan on PPP for the technical resuscitation and all round investments to this effect.
Obiano’s first contact with Joseph Agro Industries, Josan, was in 2015 when he contracted Josan to rehabilitate the former dilapidated World Bank Rice Farm at Ufuma, Orumba North Local Government Area of the state, as a pilot test scheme.
Amazingly, Josan proved its mettle by installing two new rice mills at Ufuma, built all-year round irrigation facilities under the Lower Anambra Irrigation Prtoject, LAIP and engaged in a large co-sponsored out-growers scheme with International Funds for Agricultural Development, IFAD-value chain, which earned Josan the national award as the IFAD off-taker.
Based on the quality job done at the Ufuma rice mill project, with a functional irrigation programme, Obiano handed over the moribund Omor Rice Mill to Josan in 2018 for resuscitation.
Consequently, Josan transformed the 30,000 metric tonnes annual capacity former Omor Rice Mill into a giant rice mill with its current expanded annual production capacity of 80,000 metric tonnes of paddy rice input and 50,000 metric tonnes of milled rice , which now raised its status as the biggest rice mill in Africa.

If our wealthy politicians had invested in Nigeria rather than houses in Dubai and London, we would have gone very far.

I think it’s amazing that Anambra has the second smallest landmass in the country, yet is -and i stand to be corrected on this- among the top 5 rice producing states in the country! They’re punching way above their weight in this regard!
